Professional Experience:
A medico who joined the IRS officer, held various departmental positions and is presently a Chief Commissioner of Income Tax.
On deputation, served the health sector for long yers. Director in the Ministry of Health, GoI in the National Rural Health Mission during its formative years. He has been Head of the Health Systems Support Unit at Public Health Foundation of India where he steered the National Initiative on Allied Health Services. Dr Seem has also served the Government of Delhi on deputation as Director of Health Services and as Secretary (Health & Family Welfare). He has mentored the programme for free and assured access to medicines at Delhi hospitals and the Mohalla Clinics project, both widely recognised as pathbreaking public service initiatives in the health sector.
Expert in programme conceptualisation, budgeting, drafting, implementation, monitoring, evaluations, and reviews. Proficient in office computerised environments, an excellent orator, public speaker, trainer, and resource material developer.
After over 32 years in public service, now taking early retirement to work with the non government sector and contribute to the health and development sector.
