Dr P. V. Unnikrishnan is a senior public-sector and innovation leader with over 37 years of experience spanning government, academia, research, consulting, and the cooperative and financial sectors. His career combines deep technical, policy, and institutional roles focused on using technology and innovation for inclusive development.

He currently serves as Member Secretary, Kerala Development and Innovation Strategic Council (K-DISC) and Ex-Officio Secretary (Innovation), Government of Kerala, leading Kerala’s transition towards a knowledge and innovation-driven economy. In this role, he anchors the state’s comprehensive programme to create two million quality jobs for educated youth, integrating skilling, digital employment platforms, and innovation-led local economic development. He has been central to the design and implementation of the Kerala Knowledge Economy Mission, Vijnanakeralam, and the Digital Workforce Management System, which has received national-level recognition.

Previously, he held leadership positions as Executive Mission Director & CIO, Information Kerala Mission, and Member, Kerala State Planning Board, where he shaped pioneering e-governance programmes for local governments and contributed to state-wide strategies in energy, infrastructure, and decentralisation. His work at the Information Kerala Mission earned several national e-governance awards, including honours for citizen-centric service delivery and government process reengineering. He also played a key role in designing and scaling ICT-enabled public service delivery models such as Friends centres, Janasevanakendrams, and Akshaya through his long association with the Centre for Development of Imaging Technology (C-DIT).

Beyond state government roles, he has served as Independent Director (IT) at Kerala State Financial Enterprises (KSFE), steering core banking and digital transformation initiatives, and as Honorary Professor and Domain Expert at the Tata Institute of Social Sciences, leading national devolution index studies and teaching on social enterprises and livelihoods. At the national level, he has worked with the National Rural Livelihoods Mission on management information systems and with the National Institute for Smart Government as a specialist trainer in e-governance lifecycle and process reengineering. Dr P. V. Unnikrishnan’s educational journey combines strong foundations in electronics and communication engineering with advanced, futures-oriented training in applied sciences and technology. This blend of rigorous technical learning and interdisciplinary inquiry underpins his later work in skilling, digital governance, innovation ecosystems, decentralised planning, and green energy.

He began with a Bachelor of Technology (BTech) in Electronics and Communication Engineering from the College of Engineering, Trivandrum, one of Kerala’s premier engineering institutions. This programme exposed him to core areas such as electronic circuits, communication theory, signal processing, control systems, and computer engineering. It equipped him with a deep understanding of how complex electronic and communication systems are designed, built, and operated, while also developing his analytical abilities and problem-solving skills. The undergraduate years laid the groundwork for his later interest in applying technology to real-world governance and development problems.

Building on this foundation, he pursued a Master of Technology (MTech) in Microwave and Television Engineering, also at the College of Engineering, Trivandrum. This specialised programme deepened his expertise in advanced communication technologies, including microwave systems, antenna design, television and broadcast engineering, and high-frequency electronics. During this phase, he gained exposure to both theoretical and applied aspects of communication infrastructure, including how large-scale information and broadcast networks are architected and managed. This training sharpened his capacity to deal with system-level design, complex technical standards, and rapidly evolving technology landscapes—skills that later proved valuable in his leadership roles in e-governance, public digital infrastructure, and financial-sector IT.

His intellectual trajectory then moved toward a more integrative and forward-looking orientation through doctoral studies. He completed a PhD in Applied Sciences and Technology at the Department of Futures Studies, University of Kerala. Futures Studies, as a field, focuses on anticipatory thinking, scenario building, and understanding long-term social, technological, economic, and environmental change. Within this context, his doctoral work brought together technology, planning, innovation, and governance perspectives. The PhD programme would have required him to engage with research methodologies, systems thinking, and interdisciplinary analysis, moving beyond narrow technical problem-solving to questions about how technology shapes society and how policy can guide technological transformation.

This advanced academic training helped him develop a holistic view of how innovation systems work over time, how knowledge economies take shape, and how public institutions can be reimagined in response to emerging challenges. It also provided conceptual tools for designing and evaluating long-term strategies—such as knowledge-economy transitions, employment missions, and regional innovation ecosystems.

Taken together, these three degrees—BTech in Electronics and Communication Engineering, MTech in Microwave and Television Engineering, and PhD in Applied Sciences and Technology—form an integrated educational base. The engineering degrees contribute depth in digital, electronic, and communication technologies, while the doctoral training contributes breadth in futures thinking, planning, and systems-level analysis. This combination explains why he has been able to bridge technical design, public policy, institutional reform, and community-based innovation throughout his career. Dr P. V. Unnikrishnan’s work extends well beyond formal government roles, through a wide range of affiliations, advisory positions, and recognitions that reinforce his identity as an innovation, skilling, and digital governance leader. Over the years, he has been associated with academic institutions, national missions, professional bodies, and civil society platforms that focus on decentralised development, livelihoods, and technology-enabled public systems.

He has served as Honorary Professor and Domain Expert at the Tata Institute of Social Sciences, where he contributed to teaching and research on social enterprises, livelihoods, project management, and rapid rural appraisal. In this capacity, he guided state-level strategies such as State Perspective and Implementation Plans (SPIP) and innovation frameworks, helping connect field realities with policy design and capacity development. His academic and advisory affiliations also include contributions to Boards of Studies in imaging technology, computer science, and futures studies in universities in Kerala, helping shape curricula at the intersection of technology, governance, and development.

At the national level, he has been associated with the National Rural Livelihoods Mission (NRLM) as a consultant, particularly in the design and rollout of large-scale management information systems, and with the National Institute for Smart Government as a resource person on e-governance lifecycle, process reengineering, and capacity building for senior officials. These roles emphasise his capacity to translate Kerala’s innovations in decentralisation and digital governance into models and training content useful for other states and national programmes.

He has also held important positions in the cooperative and financial sector, most notably as Independent Director (Information Technology) on the Board of Kerala State Financial Enterprises (KSFE). In this role, he chaired the Technology Roadmap and Infrastructure Committee, steering the evolution of KSFE’s core banking solution, digital services such as Pravasi Chits, and the strengthening of security and IT infrastructure. This affiliation reflects a broader pattern in his career: bridging public policy, technology governance, and financial inclusion.

Across these engagements, Dr Unnikrishnan has earned multiple awards and recognitions for his contributions.
