Professional Experience:

Senior strategy, economic policy and portfolio management leader with over 18 years of experience spanning international development, government, public finance, taxation, trade, climate finance and private sector engagement. I currently lead the UK Government's Economic Co-operation Programmes in India, overseeing a multi-sector portfolio covering public finance, regulation, trade, infrastructure, climate finance and economic research. My work focuses on translating evidence and policy priorities into effective programmes, investments and long-term institutional reform.

I specialise in public financial management (PFM), domestic resource mobilisation (DRM), taxation and customs reform in India. Over the course of my career, I have designed and managed programmes supporting tax administration modernisation, customs reform, regulatory improvement, trade facilitation and broader economic governance. I have worked extensively with central ministries, tax authorities, regulators and state governments, helping shape reforms that improve revenue mobilisation, strengthen public institutions and create a more enabling environment for investment and economic growth. My expertise spans tax policy, tax administration, customs modernisation, business environment reform, regulatory governance and evidence-based policymaking.

Throughout my career, I have managed complex portfolios, advised senior leaders and delivered programmes that support sustainable economic growth and improved public sector performance. I have extensive experience in strategic planning, programme design, portfolio management, governance, risk management, monitoring and evaluation, procurement and financial oversight. I have also led multidisciplinary teams and managed partnerships with governments, international financial institutions, research organisations, think tanks and private sector stakeholders.

From 2018 to 2022, I led the UK-India Ease of Doing Business Programme, an £8 million portfolio supporting reforms in trade facilitation, taxation, customs modernisation, financial services, regulatory policy and investment climate improvement. Working closely with central ministries and state governments, I oversaw programme delivery, stakeholder engagement, performance management and strategic planning across a diverse portfolio of reform initiatives. This role provided extensive experience in designing and managing technical assistance programmes that supported economic reform and institutional strengthening across India.

Prior to this, I served as Head of Automotive Sector for the UK Government in India, leading engagement on industrial policy, advanced manufacturing, market access and investment promotion. I managed a pan-India team and provided strategic advice to government stakeholders and global companies on opportunities and challenges within India's manufacturing sector. Earlier roles focused on supporting business expansion, facilitating investment, developing partnerships and producing market intelligence across sectors including engineering, energy, mining and infrastructure.

I began my career with EY India, where I advised clients on climate change, sustainability, risk management and carbon finance. This provided an early foundation in policy advisory, stakeholder engagement and the application of analytical tools to complex economic and regulatory challenges.

Across my career, I have developed a reputation for combining technical expertise in public finance and taxation with strategic leadership, programme management and stakeholder engagement. I have successfully managed multi-million-pound portfolios, established evidence and learning frameworks, and supported policy and investment decisions at senior levels of government. My experience enables me to operate effectively at the intersection of economic policy, public finance, development finance and institutional reform, building partnerships that deliver sustainable economic growth.

Education:

Education combines engineering, economics, public policy and public financial management, providing a strong analytical foundation for a career spanning economic policy, development finance, government advisory and programme leadership. I hold a Bachelor of Civil Engineering from Jadavpur University, Kolkata giving me a solid foundation in infrastructure and environmental engineering. To strengthen my expertise in economics and evidence-based policymaking, I completed the MITx MicroMasters in Data, Economics and Development Policy. The programme covered development economics, impact evaluation, data analysis and the use of evidence in public policy design and implementation. This training enhanced my ability to assess programme effectiveness, interpret complex data and translate analytical findings into policy and investment decisions. I subsequently completed the 1- year Executive Programme in Public Policy Management at the Indian Institute of Management Calcutta, expanding my knowledge of governance, public administration, strategy, leadership and institutional reform. The programme provided practical insights into how governments develop and implement policy and strengthened my ability to work across complex public sector environments. My formal education has been complemented by continuous professional development throughout my career. I hold Expert Level accreditation in both the UK Government Economics Cadre and the UK Government Commercial Cadre, reflecting advanced expertise in economic analysis, programme management, commercial oversight and strategic decision-making.

Additional specialist training includes certifications in Public Financial Management and the RA-GAP VAT Gap Estimation Model from IMFx, which strengthened my understanding of fiscal policy, domestic resource mobilisation, tax administration and public sector financial management. I also completed Economics for Foreign Policy training through the London School of Economics, further developing my understanding of the relationship between economic policy, trade, investment and international relations.

Alongside technical and policy training, I completed German language studies at the Goethe Institute to B1 level, reflecting a commitment to continuous learning and international engagement.
