Job Description

Sr Manager Finance (Grants) shall be responsible for management of grant programs which are being implemented by Project Concern International in India in close co-ordination with Program Team. S/he shall also be responsible for the development and implementation of our Grant Management System (GMS) in line with various donor requirements. S/he will take lead responsibility in ensuring that funds disbursed to the PCI’s sub-recipients are properly accounted for and are in Iine with donor agreements and project deliverables.

S/he will also contribute during the preparation of various proposals, especially in development of competitive and accurate budgets, as part of the new business development process. S/he will work towards improving overall organizational effectiveness, quality and impact.

KEY ROLES & RESPONSIBILITIES: 

1. Grants and contract management – covering the entire grant cycle 

Financial Planning and Budgeting

  • Provide overall leadership and assistance for all aspects related to PCI’s grant management system including sub-awards. This requires periodic reviews of PCI policies and regulations to ensure that these continue to reflect the current donor environment, donor regulations and best practices.
  • Responsible for the effective implementation of PCI’s grant management system. Collaborate with Program teams in planning the activities, ensuring that no funding or implementation gaps occur. Ensuring that timely financial reviews take place.
  • Work closely with the program and new business development team to formulate competitive and accurate budgets for new proposals and ensuring that it is in line with strategic directions of PCI and specific work plans. Also ensure that donor guidelines / instructions are adhered to while preparing the budgets.
  • Assist in developing budgeting guidelines and protocols
  • To liaise with PCI US / Global Communities (GC) for various grants / financial matters.
  • To liaise with funding agencies on matters related to Grants, Budgeting, reporting etc. 

2. Contract management

  • Lead in the negotiation of the terms and conditions of the Grant agreements (wherever there’s scope), its renewals, amendments etc.
  • Facilitate a session on financial matters and donor compliances in a Grant Rollout Workshop aimed at informing budget and other stakeholders including implementing partner organizations
  • Review partner agreement / addendums and finalizing their budget and disbursement plan. Perform reviews of grantee organizations’ financial reports and verify these for correctness and compliance with established procedures.
  • Participate in the joint review of programs / projects carried out by Program & Finance
  • Support providing a dashboard to the SMT members highlighting costs and ratios thereby advising leadership on productivity metrics and cost inefficiencies.
  • Manage donor side relations by reviewing critical financial reports before these are sent out, inputting into terms & conditions and timely receipt of funds.
  • Ensure that all the necessary reconciliations are in place for grants and partner payments happens on time.
  • Sending timely alerts and reminders to service providers in the SPOs.
  • Facilitate Partner Assessment for a new collaboration.
  • Ensure donor due diligence process is completed efficiently by providing relevant information and documents 

3. System strengthening, monitoring

  • Strengthen the grant management system and through regularly assessing the strategic and operational needs of the finance and program teams, proposing and developing new processes and procedures
  • Bring efficiency in Grants Management through reporting protocols for usage by the team members, quality in the reporting and timely submission of reports.
  • Contribute to automation of grants and financial processes.
  • Ensure that adequate internal controls are in place and are always complied with
  • At regular intervals carry out budget tracking & monitoring and reprogram the savings
  • Define processes around Cost allocations to Grants.
  • Assist the supervisor in formulating / redefining systems, policies & procedures.
  • Disseminating information about donor compliances and changing regulatory environment.
  • Capacity building of Program and finance staff on Grants and financial Management, monitoring etc. 

Reporting and MIS

  • Prepare donor reports and verify them for accuracy, completeness and ensure compliance with donor regulations
  • Share monthly dashboards with the Senior management and highlight challenges, if any
  • Present to the Senior management/Budget-holders performance under various grants.
  • Analyse IDC recovery and its deployment plans
  • Ensure cash requests are submitted to donors in a timely manner. 

Liquidation of Grant

  • Ensure that all the donor reports are reconciled and are matching with the books of account.
  • Ensure that post audit adjustments are done in the books of account.
  • Ensure that all the incomes due from the donor have been received.
  • Ensure that account balances with partner organizations have been reconciled and their account for receivable/payable are settled. 

Compliance, legal & Audit

  • Responsible for facilitating and closure all donor mandated audits.
  • Develop Terms of Reference for Project auditors
  • Take lead role in organizing / coordinating audits.
  • Finalize management comments to audit findings and ensuring corrective steps are taken based on audit recommendations.
  • Finalize action taken report on audit findings.
  • Liaise with PCI’s legal counsel for seeking their opinion on various matters pertaining to Grants.
  • Be responsible for dissemination of donor and PCI regulations to other team members. 

2. Efficient Financial Risk Management 

Organization Financial Risk Management 

  • Support all finance function activities in the organization ensuring judicious utilization of funds, minimization of financial risk, adherence to budget and cost saving as well as compliance with regulatory (FCRA) norms. 

Partner Financial Risk Management 

  • Provide Support on Partner Agreement / Addendum and Partner Budgeting Own and drive systems which enable proper data archiving and retrieval. 
  • Perform any other relevant duties as may be assigned by Sr Director – Finance & Systems 

Skills and competencies required:

  • The candidate must hold an MBA (Finance) / or any other relevant qualification at Masters Level with 8-10 years of post-qualification experience in the not-for-profit sector.
  • Professional Qualification with CA will be an added advantage with an experience of 3-5 years.
  • Experience in finance/grants in similar capacity and working in a program management environment with grant and multiple donor management will be an asset
  • Prior experience of managing grants from donors such as BMGF, USAID, Global Fund etc
  • Broad knowledge of financial planning and budget management principles, policies, laws and regulations as applied to non-governmental organizations.
  • Working knowledge of legal requirements as per Indian law.
  • Excellent analytical, verbal and written communications skills.
  • Strong sense of professional commitment and maturity.
  • Attention to details and ability to multi-task.
  • Ability to work effectively in teams as well as independently.
