Position Title: Wash Expert (Subject Matter Expert – Drinking Water / JJM)
Location: Chhatarpur, Madhya Pradesh
Parmarth is looking for qualified and competent persons for Wash Expert position, who have natural flair to integrate with our core values and collaborate / customize with the community needs.
WASH Expert will provide technical and governance-oriented expertise for strengthening drinking water service delivery systems under the Jal Jeevan Mission, support district and village-level institutions to improve planning, operations, accountability and sustainability of WASH systems, and ensure that strengthened systems translate into effective, equitable and reliable service delivery at the community level.
Key Responsibilities:
1. Technical & Institutional Coordination:
• Liaison and coordination with Jal Nigam, PHED, Jal Jeevan Mission, Swachh Bharat Mission, CEO–Zila Panchayat and other line departments.
• Support convergence between government programmes and project interventions.
• Provide technical inputs for improving governance and functioning of drinking water systems.
2. Capacity Building & Handholding:
• Prepare capacity building plans for PRI members, VWSCs, service providers and master trainers on WASH and drinking water governance.
• Conduct and support trainings, workshops and review meetings.
• Provide continuous handholding support to PRI members, VWSCs, Jal Sahelis and community institutions.
3. Planning & Service Delivery Strengthening:
• Support PRIs and VWSCs in integrating ground-level drinking water issues into GPDP, VAP and WASH plans.
• Assist in improving operations and maintenance mechanisms of drinking water schemes.
• Promote source sustainability and long-term system functionality.
4. Stakeholder Engagement & Platforms:
• Support formation and strengthening of District WASH Forums.
• Conduct stakeholder mapping and engagement at district, block and GP levels.
• Facilitate interface meetings and coordination platforms for improved accountability.
5. Monitoring, Data & Documentation:
• Support data collection, validation and compilation related to project indicators.
• Ensure quality documentation of field processes, institutional practices and system improvements.
• Prepare technical reports, progress notes and knowledge documents as per project requirements.
6. Field Coordination:
• Undertake regular field visits to project villages and blocks.
• Coordinate with VWSCs, Jal Sahelis, CBOs and service providers for implementation follow-up.
• Identify gaps, risks and improvement areas and report to Project Coordinator.
7. Project Coordination:
• Maintain regular coordination with Project Coordinator for progress review and adaptive planning.
• Perform any other technical responsibilities assigned in line with project objectives.
Education & Experience:
• Post-graduate degree in Social Work, Rural Development, Water Resources, Environmental Studies, Public Policy or related fields.
• Minimum 5–7 years of experience in WASH / drinking water sector.
• Prior experience with Jal Jeevan Mission, PHED, VWSC strengthening or governance-focused projects preferred.
Required Skills & Competencies:
• Strong understanding of rural drinking water systems and WASH governance.
• Experience of working closely with government systems and PRIs.
• Ability to translate field realities into system-level improvements.
• Strong coordination, facilitation and analytical skills.
• Good documentation and report writing ability.
• Willingness for extensive field engagement.
