Project Background
Background: The Global Alliance for Viksit Bharat (GAVB) is an initiative aimed at reducing multidimensional poverty in India by 2030. GAVB will concentrate its efforts on high-priority JACOB states: Jharkhand, Assam, Chhattisgarh, Odisha and Bihar- which currently are disproportionately affected by this issue. Deeply entrenched, or wicked, societal problems will be addressed by applying a multidimensional approach across various domains & stakeholders to implement effective, innovative, comprehensive & sustainable solutions. GAVB’s primary goals include strengthening systems in health, and nutrition. The initiative is going to work closely with Government systems towards human development by enhancing talent, processes, and systems. To achieve this, GAVB is deploying a dedicated team of experienced Researchers, Monitoring, Learning & Evaluation (RMLE) specialists and experts having strong analytical, programmatic & subject knowledge encompassing health & nutritional [focussing on Reproductive, Maternal, Newborn & Child Health and Nutrition (RMNCHN) plus Communicable Diseases (CD)], social, operational and translational RMLE to inform & course-correct the program and measure its impact.
Purpose of Job Director – Research, Monitoring, Learning & Evaluation (RMLE) will be an eco-system shaping expert and well-respected thought-leader who will be responsible for excellence and credibility in the RMLE function through conceptualizing, guiding and supervising the development and implementation of a state-of-the-art RMLE system for the GAVB states to inform & coursecorrect RMNCHN+CD program & measure its impact. At the organization level, this entails designing & implementing Monitoring-Evaluation & Logical frameworks, curating results based approach and tools, conducting high quality, ethical research studies and generate national/international knowledge products aiming to inform policy.
S/he will provide technical leadership and guidance to program teams and partners to ensure that change and its management components of all implementation and intervention projects are adequately tracked, monitored and evaluated. The role encompasses conceptualizing, designing, executing, synthesizing and disseminating learning for ecosystem shaping through:
• Immersion, ideation, execution, measurement & evaluation, reflecting key learning questions with stakeholders (government, internal team, partners, donor) & academia.
• Leading efforts to demonstrate the progress and impact of GAVB along with their drivers to delineate the trajectory towards measurable achievements with internal and external stakeholders and generate insights for course-corrections and improvements.
Leading initiatives to build capacities within the GAVB RMLE team, Program team, Stakeholders and beyond to be proficient enough to understand, contribute to the development and utilize RMLE insights towards sustainable improvement in service delivery for those who need RMNCHN services, across geographies & contextual vulnerabilities.

Essential
Qualifications PhD/Postgraduation with Medical background/Nursing/Masters degree or equivalent in Public health/Management/Nutrition/Rural Development/Epidemiology/Biomedical Science/Health Management/Women Gender studies/Other technical sciences and allied
Essential Experience
• Minimum 7-10 yrs of experience in the field of M&E, Research & Analytics in Public health
• Experience of providing technical assistance to government program (health/nutrition) and deep understanding of the government information systems will be preferred
• Experience of scientific communications in the form of scientific manuscripts/white papers/policy briefs/research-MLE presentations at national/international platforms
• Experience of conceptualizing, managing & quality control for the development & execution of digital & non-digital tools for data collection/management will add advantage
• Demonstrable experience in conceptualizing/designing/managing robust monitoring and evaluation system for state/National level RMNCHN or CD programs at scale is required.
Essential Skills
• Knowledge of the major evaluation and research methodologies (qualitative, quantitative, mixed method, and impact measurement), data quality control & analytical methods
• Proficiency in software skills including MS Office & SPSS/Stata/SAS/R/Python/Atlas-Ti etc.
• Strong analytical thinking, statistical knowledge, data analysis and visualization skills
• Good oral and written communication skills in English and local languages used in GAVB
• Ability to effectively communicate, network and negotiate with a diverse range of stakeholders (internal and external), to achieve program and RMLE objectives
• Ability to work independently & team environment with problem-solving skills
• Ability to multitask in a fast-paced environment, set priorities & meet deadlines
• Team Management – ensuring healthy working relations among team members and good
working conditions and a level playing field, display of motivational leadership qualities

Providing Strategic Leadership to the RMLE function of GAVB States
• Immersing in and synthesizing on the collective wisdom, conceptualizing and designing the RMLE frameworks, aligning with theories of change, designing log-frames, RMLE insight generation methods, aligning M & E as well as Impact Measurement processes and indicators, developing robust operational, analytical & dissemination plan and execute all.
• Generating required buy in through appropriate liaising & trust-building with all stakeholders (internal/external) to ensure the evidence to action pathway for the GAVB RMLE generated insights.
Spearheading the functionality of the RMLE Unit of GAVB states
• Spearheading & supervising all steps to operationalize all above: starting from literature review, framework and indicator finalization, instrument development and implementation, analysis and interpretation, solution designing and testing, synthesizing and productization.
• Implement appropriate research quality assurance process & periodic quality audits
• Lead integration of generated RMLE insights into program implementation path
• Spearhead research and MLE-based knowledge product development on the insights generated
• Field visits to project geographies to monitor and quality control for all the RMLE activities of GAVB states
Reporting
• Institutionalizing & spearheading regular reporting of progress & insights to all stakeholders
• Ensuring reporting details, quality & accuracy are aligned with agreed result framework
Larger Research and MLE team member role
• Working closely with the larger Research & MLE team of PF/PSMRI to contribute as required
• Supporting the Research and MLE Core Team Members in addressing overall RMLE needs.
