Job Description
World Health Organization (WHO) Country Office for India has supported the NTEP since inception of the program, working closely with the government and its partners at both the national and state levels. WHO India provides policy inputs and technical assistance to MoHFW for TB elimination activities.
In over two decades since its inception, the WHO-TB TSN for NTEP has sought to strengthen TB program activities through technical support in planning, capacity building, training, evidence generation, surveillance, monitoring and evaluation.
On behalf of WHO India and Central TB Division MoHFW, IPE Global Ltd. is seeking applications for the post of National Consultant Monitoring and Evaluation. National Consultant GOI WHO TB TSN will be contracted through IPE Global and will work under the overall guidance of DDG-TB, MoH&FW, GoI and WR India and direct supervision of (technical and administrative) Team Lead TB, the incumbent shall undertake the following tasks:
Key Roles and Responsibilities:
- Provide technical support to CTD in routinely analyzing the programme data and to provide timely feedback for programme improvement.
- Assist CTD in conducting in-depth analysis and interpretation of routine surveillance data using Ni-kshay.
- Provide technical support for timely revision of monitoring and evaluation strategy of the programme and facilitate internal and external evaluations for the programme
- Support in periodic reviews, updates and refinements to NTEP monitoring frameworks, indicator definitions and reporting mechanisms.
- Provide technical support for improvements in NTEP electronic recording and reporting systems to optimize it for programme monitoring and reporting requirements.
- Build capacity of CTD and State TB Cells in producing information from reported data and use of such information in programme monitoring and decision making.
- Assist CTD in the preparation of the annual NTEP performance report and in annual reporting of surveillance data to WHO.
- Assist CTD in the monitoring of the programme using standard guidelines and indicators
- Provide support to the program at all levels in effective digital data management, validation, analysis and its application to guide policies and actions
- Assist CTD in coordinating with other departments of MoHFW, other ministries and NITI Aayog regarding NTEP related inputs.
- Provide technical inputs for strengthening data systems, use of digital platforms, and data-driven decision-making.
- Undertake any other responsibilities as assigned to support NTEP objectives.
Qualifications & Experience
Essential:
- Post Graduate Degree (MD/MS/DNB) in Community Medicine/ Preventive & Social Medicine/ Epidemiology/ Public Health/ Equivalent, from a recognized University
Desirable:
- Post Graduate/Master’s Course in Epidemiology/ Health Informatics/ MIFA/ Demography/Statistics/ Public Health / Equivalent, from a recognized University
Experience
- Over 5 years of progressive program experience at state/ zone/ national level is required.
Skills and Competencies:
- Proven ability to communicate clearly;
- Ability to work effectively in a team;
- Proficiency in computer applications including Knowledge of Computer Applications or Business Intelligence tools /Data Management;
- Excellent knowledge of spoken/written English and local language;
- Able to produce results and work in a changing environment.

- Post Graduate Diplomas must be issued by a recognized institution on the conclusion of a full-time, two-year programme, to be eligible for consideration. Part-time, online, distance, short duration Post Graduate Diplomas, issued by a non-recognized institution, shall not be eligible for consideration.
