Cervical & Breast Cancer Prevention Program Overview : Progressive Foundation aims to run targeted initiatives for cervical and breast cancer prevention focusing on community awareness, education, screening camps, and HPV vaccination advocacy to reduce fatal incidence in women. The program aims to elevate screening rates through counselling, early detection methods and outreach activities, especially in underserved areas of Uttar Pradesh. By mobilizing local communities and partnering with health officials, the foundation promotes healthy behaviors, early diagnosis and preventive care to empower women’s health.
Role Summary :
The Program Manager will provide strategic leadership for the Cervical and Breast Cancer Prevention Program. He/She will oversee day to day planning, team leading , implementation, co-ordination, monitoring ,documentation and reporting of Project Activities at the state and district level with the delegated authorities under supervision of Program Director in close collaboration with health and ICDS officials.
Key Responsibilities :
Strategic Planning & Program Leadership :
• Lead the design and execution of program strategies for cervical and breast cancer.
• Develop annual and multi-year work plans aligned with cervical and Breast cancer control guidelines and donor priorities.
• Form and participate in Project Implementation Committee with State Health officials as per donor approval.
• Review existing national/state screening guidelines of breast and cervical cancer program activities
• Present the project to the Mission Director (NHM) and timely secure all project related approvals
Project Coordination and Implementation :
• Lead day-to-day coordination of project activities at state and district level.
• Support integration of cervical and breast cancer screening and early detection at health centres, community health platforms and other platforms
• Coordinate implementation of screening activities for cervical and breast cancer
• Build and maintain strong relationships with Medical institutions, Govt. departments and donor
• Represent the program in state/district-level forums, technical working groups, and review meetings.
Monitoring, Evaluation & Learning (MEL) :
• Establish and oversee systems for data collection, analysis, and reporting on screening coverage, referral completion, and treatment initiation.
• Use program data to identify gaps, improve quality, and guide adaptive program improvements
• Support implementation of monitoring and evaluation (M&E) frameworks and indicators as outlined in the project document.
• Ensure accurate, timely collection and validation of all project related data on screening, diagnosis, referral and treatment
• Conduct a comprehensive review of existing state and district data and perform a situational analysis evaluating current screening coverage of breast and cervical cancer prevention and detection.
• Prepare budgets, manage expenditures and ensure compliance with donor and organizational financial guidelines
Capacity Building, Technical and Operational Support :
• Lead development and delivery of trainings for district and block teams, and health workers on screening protocols, referral pathways, and quality assurance.
• Provide technical guidance to field teams on program implementation challenges.
• Support rollout and operationalization of screening protocols, referral pathways etc in line with the state and district guidelines
Advocacy, Awareness & Communication :
• Guide community awareness strategies and campaigns to increase screening uptake and reduce stigma.
• Responsible for development of tool kit and training materials.
Team Building & Mentoring :
• Lead the team and foster a collaborative, inclusive, and high-performing team culture aligned with organizational values.
• Provide ongoing mentoring, guidance, and performance feedback to District & Block Co-ordinator
Reporting & Documentation :
• Prepare and submit monthly, quarterly, and annual program reports to management and donor. • Ensure timely documentation of case studies, success stories, and impact reports.
• Coordinate with field teams to ensure data accuracy and compliance with reporting guidelines.
• Lead donor reporting including narrative and financial reports.
Flexibility & Support :
• Undertake additional responsibilities as assigned by the supervisor or senior management in alignment with the project workplan
Travel :
• Extensive travel to districts and blocks
Qualifications & Experience :
• Education: BAMS/DHMS / MSW /MPH is preferred .However, candidates from other educational stream with relevant experience and good track record are also welcome to apply
• Experience: Minimum 5 years’ experience in public health programs .Experience in cervical and breast cancer prevention field preferred.
• Computer Literacy: Should have proficiency in MS- Office
• Mandatory: You Should own a working laptop, smartphone and two wheeler with a valid driving license
Compensation: Maximum upto INR 70,000 plus travel expense as per organizational policy
