About Language and Learning Foundation (LLF)
Language and Learning Foundation (LLF) works to strengthen foundational learning outcomes for children in India, with a strong focus on Foundational Literacy and Numeracy (FLN) and Early Childhood Care and Education (ECCE). LLF’s approach emphasises multilingual education and the role of children’s home languages in enabling equitable learning outcomes. About ELNI (Early Learning Network of India)
The Early Learning Network of India (ELNI), supported by Tata Trusts, is a growing national platform that brings together organisations, researchers, practitioners, and policymakers working to strengthen early learning in India, with a particular focus on multilingual education and early literacy. ELNI aims to foster dialogue, knowledge exchange, and collective action by hosting webinars, convenings, and collaborative initiatives to promote the integration of local languages in early education and strengthen foundational learning ecosystems across the country.
Role Overview
- The Senior Manager – Advocacy & Policy will anchor LLF’s advocacy and policy efforts from an education lens, with a strong focus on Foundational Literacy and Numeracy (FLN), Early Childhood Care and Education (ECCE), and multilingual education.
- This position is supported by Tata Trusts as part of their contribution to strengthening and expanding the ELNI Network. The role will play a critical function in advancing ELNI’s vision by shaping policy discourse, building partnerships, and facilitating knowledge exchange platforms that promote the integration of multilingual approaches in early learning.
- The role will function as a key node connecting policy advocacy, ecosystem engagement, and network strengthening, while also supporting convenings such as events, symposiums, and conferences to advance ELNI’s objectives.
Key Responsibilities
Policy Advocacy & Strategy (Education Lens)
- Develop policy briefs, concept notes, and position papers focused on FLN, ECCE, and multilingual education.
- Analyse national and state policies to identify opportunities to strengthen early learning through multilingual approaches.
- Support the development of advocacy strategies aligned with ELNI priorities.
ELNI Network Strengthening
- Work closely with Tata Trusts, ELNI partners, and steering members to advance the network’s strategic goals.
- Facilitate collaboration among network members to drive collective advocacy initiatives.
- Support expansion and deepening of ELNI partnerships across organisations and institutions.
Government & Stakeholder Engagement
- Build and maintain relationships with senior officials in the Ministry of Education, Ministry of Women and Child Development, and state education departments.
- Represent LLF and ELNI in policy dialogues, consultations, and working groups.
Knowledge Convenings & Events
- Plan and facilitate ELNI events including webinars, symposiums, roundtables, and conferences.
- Support the design of convenings that promote knowledge sharing and collective action on multilingual education and early learning.
Evidence & Knowledge Products
- Gather and synthesise research, programme learnings, and policy insights to inform advocacy outputs.
- Contribute to publications, articles, and thought leadership pieces.
Communications & Public Engagement
- Support dissemination of ELNI and LLF advocacy messages through media, digital platforms, and knowledge products.
- Strengthen visibility of multilingual education and early learning issues in public discourse.
Qualifications & Experience
- Postgraduate degree in public policy, education, international development, linguistics, or a related field; an overseas postgraduate qualification will be desirable given the global perspective required for the role.
- 8–12 years of experience in education policy, advocacy, or ecosystem building.
- Strong understanding of FLN, ECCE, and multilingual education landscape in India.
- Experience working with networks, coalitions, or multi-stakeholder platforms.
- Demonstrated experience organising convenings, dialogues, or knowledge platforms.
- Strong networks with government, academia, and development sector stakeholders.
- Excellent analytical, writing, and communication skills.
- Ability to work independently while managing complex stakeholder relationships
