IHAT PURPOSE AND PRIORITIES
India Health Action Trust (IHAT) aims at improving public health initiatives by supporting programs nationally and globally through providing comprehensive technical assistance in program planning, management and monitoring. Pursuant to the Memorandum of Cooperation between the GoUP and the Bill & Melinda Gates Foundation, IHAT set up a Technical Support Unit (TSU) in 2013 to provide techno-managerial support to the Government of Uttar Pradesh (GoUP) to improve utilization, coverage and quality of key reproductive, maternal, new-born, child health and nutrition (RMNCHN) interventions and services in the state. The TSU has been set up from the funding support of Bill & Melinda Gate Foundation (BMGF) through the University of Manitoba (UOM), Canada.
ABOUT PROGRAM
HR Systems Strengthening (HSS) vertical at IHAT aimed at providing technical support to Department of Medical Health in implementation of strategies/policies to achieve an effective and sustainable health workforce. HRH team works in an embedded manner with Medical Health Department and had provided techno- managerial support in improving the HR availability, trainings through innovative Recruitment Models, policy development and strengthening the data-based decision-making platform e-HRMS.
ROLE PURPOSE
The Senior Associate / Specialist – HR Systems Strengthening will support state-level public health workforce reforms by working with Government of Uttar Pradesh stakeholders on eHRMS implementation, HRH analytics, and strategic workforce planning. The role focuses on strengthening systems, data use, and institutional capacity to enable evidence-based HRH decision-making.
DIMENSIONS
- Develop technical insights on HRH systems and best practices and translate them into high-quality project deliverables, including analytical reports, policy notes, presentations, and other technical documentation.
- Provide analytical support for eHRMS data, including identification of data gaps, preparation of monthly status reports, and generation of decision-support insights for government stakeholders.
- Conduct data-driven analysis of human resource gaps vis-à-vis sanctioned strength, norms, and workforce availability to inform HRH planning and rationalization.
- Coordinate with government stakeholders for follow-up on project milestones, incorporation of technical feedback, and timely completion of agreed deliverables.
- Support planning and facilitation of eHRMS review meetings, including drafting agendas, preparing review presentations, documenting decisions, and tracking action points and timelines.
- Support technical review and analysis of HR-related reports available on UPKSK and other relevant digital platforms to strengthen evidence-based decision-making.
- Undertake rapid desk reviews of best practices from other states, national guidelines, and international literature on health workforce and systems strengthening.
- Contribute to capacity building of government officials and partner organizations to support long-term sustainability of HRH systems and reforms.
- Work collaboratively with internal teams, and stakeholders to achieve project objectives and ensure effective implementation.
- Undertake any other responsibilities as assigned by the Line Manager or organization from time to time.
QUALIFICATIONS
- Required Qualification: PGDM/MBA/MPH or any other equivalent degree
EXPERIENCE
- Essential experience: 2-5 Years of Experience working in government projects, consulting or policy roles, implementation and strategic planning
- Proficiency in data analysis tools and methodologies to track project performance, identify trends, and provide data-driven insights for decision-making

KEY RELATIONSHIPS
Internal: Coordination with the state-level program/ systems team to identify the priority areas gaps to be addressed for the division, districts and blocks.
External: Liaison with Medical Health Department to follow up on project deliverables, schedule review meetings for strengthening the review system, support in drafting the status of progress reports with results
