Job Title: Head-Program Implementation
Organization: Jan Vikas Samiti
Location: Head Office, Murdaha, Varanasi, Uttar Pradesh
Employment Type: Full-Time (8 hours per day, 6 days a week)
Contract Duration: 1-year contract (with intention of extension)
Reporting to: Executive Director
Salary: Negotiable

Position Overview
The Head Program Implementation will provide strategic leadership and operational oversight for all development projects and programs of Jan Vikas Samiti in Varanasi and other districts of Uttar Pradesh. The position is responsible for ensuring effective program planning, execution, monitoring, evaluation, reporting, compliance, and team coordination in alignment with the organization’s mission and objectives. The role requires strong leadership, program management expertise, financial oversight capability, and stakeholder engagement skills.

Key Responsibilities

1. Strategic Planning & Program Development
• Develop project proposal aligned with the organizational objectives, and engage in fundraising efforts.
• Work closely with project sponsors, cross-functional teams, and program staff to ensure clarity of goals and execution plans.
• Undertake innovative and impactful initiatives to strengthen project outcomes.

2. Program Implementation & Team Management
• Strategize, implement, and maintain program initiatives as per organizational objectives and policies.
• Oversee multiple project teams including project officers, coordinators, supervisors, and field staff.
• Ensure effective coordination and delegation across projects.
• Identify key requirements from cross-functional teams and external vendors.
• Promote teamwork, accountability, and high performance across departments.
• Adhere to Human Resources Management protocols and organizational policies.

3. Financial Management & Resource Optimization
• Develop and manage project budgets in coordination with HoD Finance & Administration.
• Ensure optimal utilization of funds for maximum productivity and return-on-investment.
• Monitor funding channels and ensure compliance with donor and organizational requirements.
• Be accountable for achieving established program goals and financial targets.

4. Monitoring, Evaluation & Reporting
• Develop program assessment protocols for evaluation and continuous improvement.
• Analyze, evaluate, and mitigate program risks.
• Identify risks and opportunities across multiple projects within the department.
• Maintain organizational standards of satisfaction, quality, and performance.
• Prepare high-quality program reports and updates for Executive Director, Program Management Team (PMT), Funding agencies and Stakeholders.

5. Stakeholder & External Relations
• Represent Jan Vikas Samiti in meetings with partner organizations and external agencies.
• Maintain strong relationships with donors, stakeholders, and community partners.
• Demonstrate proven stakeholder management and CRM skills.

6. Compliance, Ethics & Organizational Values
• Ensure confidentiality and privacy in all professional matters.
• Promote equality and non-discrimination in terms of race, gender, culture, sexual orientation, and disability.
• Ensure compliance with relevant national policies and legislations related to women, children, persons with disabilities, and marginalized communities.
• Undertake additional responsibilities as assigned by the management team to support organizational growth and program development.

Person Specification
Educational Qualification: Master’s Degree in Business Administration, Social Work, or related field.
Experience
• Minimum 5+ years in an advanced management role.
• Preference for candidates with program management experience in development sector.

Technical & Functional Competencies
• Strong working knowledge of multi-thematic-based development programs
• Knowledge of change management principles and performance evaluation processes.
• Experience in stakeholder management and proposal writing.
• Knowledge of national policies concerning women, children, persons with disabilities, and marginalized communities.

Skills & Abilities
• Exceptional leadership and organizational skills.
• Strong time management and facilitation skills.
• Excellent written and oral communication skills in English and Hindi.
• Strong reporting and documentation skills.
• Proficiency in Microsoft Office and internet usage.
• Willingness to travel domestically as required.
