About the Unit
Data, Policy, and Innovation Centre (DPIC) is a strategic partnership between Government of Odisha (GoOdisha) and University of Chicago Trust, India. DPIC serves as a hub for modern administrative data analysis, supporting improved decision-making across government systems and strengthening the data capabilities of GoOdisha officials. The Centre focuses on advancing the frontier of data driven governance by curating large administrative datasets and leveraging modern data science and applied AI research.
Position Description
DPIC seeks a full-time Strategic Communications Officer to lead and strengthen its institutional commu nications and external engagement. The Officer will translate complex work on administrative data and applied AI into compelling narratives for policymakers, funders, academic partners, and broader public.
This role combines strategic storytelling, institutional positioning, digital communications, and support for grant and proposal development. The ideal candidate is an exceptional writer who can engage deeply with policy and technical teams while shaping DPIC’s public voice with clarity and credibility.
Responsibilities:
• Develop and execute DPIC’s communications strategy across digital and print platforms
• Translate technical research outputs into accessible, high-impact narratives
• Advance DPIC’s visibility at state and national levels through targeted outreach and media engagement
• Oversee website content and digital presence, including LinkedIn and other social platforms
• Monitor and analyse engagement metrics to refine communications strategy
• Support communications around events, launches, and policy initiatives
• Lead and support drafting of grant proposals, concept notes, donor reports, and funding briefs
• Develop pitch decks and institutional materials for prospective funders and partners
• Track funding opportunities and support resource mobilisation planning
• Prepare briefing materials and presentations for leadership engagements
• Support coordination of public events, workshops, and knowledge dissemination efforts
• Contribute to strengthening DPIC’s partnerships with government, donor community and academic stakeholders
Qualifications:
Education:
Master’s or bachelor’s degree in communications, public policy, journalism, development studies, or
related discipline.
Experience:
A minimum of 5 years of experience in nonprofit, public policy or development sector. Demonstrated
experience in grant writing or proposal development and working with governments.
Competencies:
• Exceptional writing, editing, and narrative structuring skills
• Ability to synthesize complex research and analytical findings into clear, persuasive communication
• Strong understanding of digital communications strategy and audience segmentation
• Familiarity with fundraising processes and donor communications
• Proficiency with analytics tools and AI-enabled writing platforms
• Fluency in English required; knowledge of Hindi or Odia is an asset
• High attention to detail and strong project management capability
