East-West Seed Knowledge Transfer Foundation (EWS-KT) invites qualified individual consultants and consulting firms to express their interest in conducting a Baseline Study for interventions to be implemented in Assam (North-Eastern region) and Chhattisgarh, India.

Purpose of the Baseline Study
EWS-KT is implementing the project “Fostering Climate Resilience by Empowering
Smallholder farmers for Sustainable Vegetable Production” in the North-eastern part of Assam and Chhattisgarh. The baseline study will capture data on the status of the targeted male and female smallholder farmers in the region, along with other agricultural stakeholders that will form the basis to an informed programme implementation and future evaluation. The study will adopt a mixed-methods approach, combining both quantitative and qualitative data collection and analysis techniques.
Objectives
- State the current situation and establish baseline values (benchmarks) related to all outcome-level indicators.
- Provide insights from the findings of the baseline and offer actionable recommendations to support the achievement of the intended outcomes of the intervention.
- The proposed methodology should be consistent with the purpose, objectives, and principles of the evaluation, and must be appropriate to effectively address the evaluation objectives.
Invitation to Submit Letter of Intent
Interested consultants/consulting firms are requested to submit a Letter of Intent (LoI) to EWS-KT to the email id: ews.kthr@eastwestseed.com on or before 20th March 2026
The Letter of Intent should clearly outline:
- Relevant academic and professional qualifications
- Demonstrated experience in conducting baseline studies and evaluations, preferably in the agriculture or rural development sector
- Experience working in Assam, Chhattisgarh, or similar contexts
- Technical and organizational capacity to carry out mixed-methods research, including data collection, analysis, and reporting
- Availability and proposed team composition (if applicable)
The Letter of Intent must be accompanied by supporting documents, including:
- Detailed CV(s) of the consultant(s)
- Organizational profile (for firms)
- Examples of previous similar assignments
- References from past clients
Upon review and shortlisting based on the submitted Letter of Intent and supporting documents, EWS-KT will share the detailed Terms of Reference (ToR) with eligible consultants to guide the preparation of a full technical and financial proposal.
