Position Description
 
The Specialist, Multilingual Education (MLE) will work as part of the LLF team to take overall responsibility for the field implementation projects in academics. This role involves designing and developing FLN (Foundational Literacy and Numeracy) Teaching-Learning Materials (TLM), facilitating professional development, and ensuring effective monitoring and evaluation of programs.
 
Roles and Responsibilities:
 
Field Implementation:
  • Lead the design and development of FLN TLM tailored to specific project needs in consultation with the central team.
  • Develop and execute plans for continuous professional development of District/Block resource groups.
  • Create workshop designs, facilitation modules, and materials for the professional development of District Academic Leadership, Block Resource teams, and teachers.
  • Design assessment tools, classroom observation tools, and other monitoring formats in consultation with the central team.
  • Develop and implement strategies for the capacity building of ARPs (Academic Resource Persons) to ensure effective onsite support for teachers.
  • Facilitate FLN sessions in professional development workshops for SRGs/DIETs/BEEOs/ARPs/Shikshak Sankuls, Headmasters, and Teachers.
  • Ensure all outcomes and outputs are achieved within the timelines in demonstration blocks and other project districts.
Planning and Review:
  • Develop detailed activity plans for demonstration, low-touch, and feather-touch models, including teachers training, school monitoring, and orientation programs.
  • Conduct monthly reviews of the annual plan and progress of activities with District Managers (DM) and District Academic Coordinators (DAC).
  • Document the program progress monthly and keep track of key processes.
  • Provide need-based support to district, state, and central teams in program design, planning, and review.
  • Report program activities monthly, quarterly, and annually to the State Manager.
  • Conduct weekly conferences with DMs/DACs to review progress and plan activities.
  • Participate in monthly meetings with DMs/DACs in consultation with the State Manager.
  • Undertake any other tasks as assigned by the State Manager.
Monitoring & Evaluation (Data Management):
  • Manage data for all assessments (informal, periodic, and third-party) and share it with the State Manager monthly or quarterly.
  • Analyze and interpret data for review and present findings to stakeholders.
  • Maintain updated records of schools, teachers, enrollment, district/block officials, and ARPs.
  • Create and maintain a master sheet of all program-related data.
School Monitoring:
  • Ensure school observations (minimum 4 visits per month).
  • Fill out monitoring formats for all school visits and update data using Excel or the designated app.
  • Track monitoring visits conducted by officials, ARPs, and BEEOs.
Educational Qualifications, Skills and Experience:
 
Qualifications:
  • Master's degree in Education, Linguistics, Social Sciences, or a related field.
  • Additional qualifications or certifications in Multilingual Education, Project Management, or Leadership are advantageous.
Skills:
  • Strong organizational and multitasking skills.
  • Excellent communication and interpersonal skills.
  • Proficiency in designing educational materials and training modules.
  • Ability to manage data and perform detailed analysis.
  • Strong leadership and team management abilities.
  • Proficiency in MS Office, especially Excel, for data management and reporting.
  • Adaptability and flexibility in a dynamic work environment.
  • Commitment to social impact and educational equity.
Experience:
  • Minimum of 5 years of relevant experience in the education sector, particularly in multilingual education or foundational literacy and numeracy programs.
  • Experience in designing and developing educational materials and training modules.
  • Proven track record in professional development and capacity-building initiatives.
  • Experience in program monitoring and evaluation, including data management and analysis.
  • Experience working with government education departments or non-profit organizations is preferred.
