2. ORGANISATION BACKGROUND:
Bharat Rural Livelihoods Foundation (www.brlf.in) is an autonomous body established in 2013 under the Ministry of Rural Development through a Union Cabinet decision by the Government of India. With a vision to transform the lives and livelihoods of the most vulnerable populations across India, BRLF plays a crucial role in fostering and facilitating civil society action in partnership with the government and people’s institutions. Its mandate encompasses a range of objectives, including bridging the gap between program outlays and outcomes, improving implementation of government flagship programs, providing grant support to civil society organisations (CSOs), and promoting partnerships for inclusive, sustainable development. BRLF has a pan-India mandate and focuses on tribal geographies, particularly those in the Central Indian tribal belt and Northeast India. The focus has been on the states with the most concentration of tribal population which are Gujarat, Rajasthan, Maharashtra, Madhya Pradesh, Telangana, Odisha, West Bengal, Jharkhand, Chhattisgarh, Assam, Mizoram.
To achieve its objectives, BRLF follows a networked approach for nurturing the appropriate institutional and programmatic ecosystem for enhanced interventions in sustainable livelihoods for tribal rural communities. The collaborative model actively engages various key stakeholders, including the government, private philanthropies, public and private sectors under corporate social responsibility (CSR), Civil Society Organisations (CSOs) and Community-based Institutions (CBOs and PRIs). The unique collaborative model facilitated by BRLF successfully harnesses the collective strengths of these institutions to design and scale rural development initiatives effectively.

ABOUT “High Impact Mega-Watershed Project”, Maharashtra
BRLF and Commissioner Office, MGNREGS, Nagpur, Govt. of Maharashtra signed an MoU on September 8, 2022 to implement a High Impact Mega Watershed Project in the 26 blocks of 5 districts of Maharashtra. The goal of the project is to double the income of at least 1,00,000 small and marginal households on a sustainable basis. This is a five-year project. The implementation strategy of this proposed project envisages that the selected CSOs will provide facilitation support to the Gram Panchayats and front line MGNREGA functionaries for participatory planning and provide onsite technical support for better implementation of the planned interventions.
For robust monitoring and evaluation, a State project Management Unit (SPMU) has been established at Nagpur. The SPMU is having its dedicated staff and working under the guidance and leadership of MGNREGA Commissioner, GoMH and BRLF.
3. JOB DESCRIPTION/ RESPONSIBILITIES:
BRLF is looking for passionate and motivated professionals to join SPMU, Nagpur, Maharashtra. The Regional Coordinator shall be responsible for the following:
Key Job Responsibilities:
- Responsible for smoothly implementing all project activities in their allotted respective region.
- Conduct regular field visits to all the CSOs blocks monthly or as per requirement (action plan) to ensure the quality of DPR and implementation of DPR activities.
- Provide onsite handhold and technical back support to the CSO project team.
- Responsible for updating the field data of the CSOs and ensuring timely entry into the HIMWP / BRLF – MIS portal.
- Facilitate healthy coordination between CSOs - Block - District level officials in planning, implementing and monitoring project milestones.
- Facilitate organisation in block and district meetings to ensure the execution and implementation of DPR and adequate technical support is provided to CSOs in the field
- Establish healthy working relationships with District and Block Level Stakeholders- Govt agencies/ PRIs and rural communities
- Ensure compliance with Systems and Processes -- timely progress reporting
- To support organizing regional and state events and regular communication with all stakeholders
- Provide support to CSOs for preparation of different layers of GIS maps.
- Report to the Team Leader about progress and attendance (concerning the monthly salary disbursement).
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification:
Applicants must have completed Four Years Graduation (BE/ B.Tech./ BSc in Agriculture etc.) Or three years diploma in Civil/ Water Engineering from a UGC recognized university (Regular only).
Experience:
- Minimum 5-7 years of grass-root experience working in rural livelihoods domain or in watershed/ Natural Resource Management
- Prior experience of leading a team of professionals and different projects.
Essential Skills and Competencies:
- Excellent speaking, reading and writing skills in English and Marathi (Compulsory) and in Hindi (Preferred) are required.
- Proficiency in Microsoft Office (Word, Excel, PowerPoint) and Geographic Information System (GIS) software, with the ability to create, analyze, and present data effectively.
- Ability to work in a multi-cultural/ multi-disciplinary team
- Ability to multi-task and work well in such a team
- Willing to travel.
5. COMPENSATION OFFERED:
The remuneration package budgeted for the position is between INR 55,000 to INR 57,500 per month. Offers shall be commensurate with the qualifications, experience and salary history, of the selected candidate.
