What Does the Opportunity Look Like?
The Director of International Programmes Impact & Partnership Development oversees the international programme portfolio to ensure it delivers measurable, cost-effective impact aligned with the organization’s strategy, geographic priorities, and financial parameters. The role provides leadership in programme quality, financial oversight, partnership development, governance, and regulatory compliance across countries of operation. As a member of the Senior Leadership Team, the Director also contributes to organisational strategy, sustainability, and growth while supporting the mission of the company through scalable, evidence-based models.
Key responsibilities
1. Portfolio Strategy, Programme Quality and Impact
- Provide strategic oversight of the international programme portfolio across approved countries of intervention.
- Ensure country strategies align with organizational priorities, financial parameters, and impact objectives.
- Conduct portfolio performance reviews and recommend scaling, restructuring, or exiting programmes where appropriate.
- Strengthen planning, monitoring, evaluation, and learning systems while standardizing impact measurement and reporting.
- Use data and cost benchmarks to optimize resource allocation and maximize impact per dollar within the Board-approved budget
2. Financial Stewardship and Resource Optimization
- Ensure country programme budgets operate within approved financial ceilings and support cost thresholds.
- Monitor programme financial performance, including cost efficiency, funding alignment, and multiplier ratios where applicable.
- Collaborate with Finance to strengthen forecasting accuracy, financial discipline, and risk management.
3. Institutional Partnerships and Strategic Engagement
- Support the Advancement function in developing strong concept notes, grant proposals, and programme designs.
- Provide technical and costing input for institutional funding opportunities and strategic partnerships.
- Ensure timely, high-quality donor reporting and contribute to partner engagement where technical representation is required.
- Support targeted advocacy initiatives and encourage research and knowledge sharing that strengthen programme effectiveness.
4. Governance, Compliance and Risk Management
- Ensure international programmes adhere to organizational policies, Board-approved SOPs, and regulatory requirements.
- Maintain compliance with Canadian Direction and Control obligations and applicable country-level regulations.
- Strengthen governance structures and reporting alignment across country programmes.
- Identify operational and strategic risks and recommend appropriate mitigation strategies.
5. Digital Systems and Organizational Capability
- Promote the use of digital solutions and integrated data systems to enhance programme efficiency, monitoring, and decision-making.
- Encourage technology-enabled models that support scalability and transparency.
- Lead and develop the International Programme Team by setting clear roles, performance expectations, and KPIs.
- Foster cross-country collaboration, learning, and strong communication while providing strategic oversight rather than day-to-day operational management.
