PROJECT OVERVIEW
Plan India shall be implementing ‘Truckers Wellness Project. The project would cater to the truckers and allied population engaged in the transportation of goods and supplies. Truckers play a pivotal role in sustaining the country's economy, ensuring the seamless movement of goods across vast distances, even during challenging times like the COVID-19 pandemic and other emergencies. Their contributions are crucial to the country's GDP, as they keep supply chains intact and industries operational. Despite their significant role, the health and well-being of truckers are often overlooked, leading to a range of health issues that can affect their quality of life and job performance.
The project intent to provide both health and non-health services with a focus on overall wellbeing by adopting person-centered and resource-effective approach to deliver various disease screening, mental health services, NCD checkup and common sessional ailments. A major thrust of the project would be to support the truckers and allied population in addressing their life style disorders. Therefore, a comprehensive package of services like resting space, recreational services, gym, toilet and bathing facilities would be created which would be utilized by the project beneficiaries as per their free will. The intervention would be implemented in close coordination with public and private health setup in the district and state.
SUMMARY OF THE OVERALL JOB
Reporting to Finance Coordinator, the Finance officer will be responsible for day to day activities of financial management and provide all support to Finance Coordinator including other team members on the grant. S/he will provide financial management support on various aspects of financial, documents review and audit. S/he will be responsible for day to day-to-day financial activities.
KEY FUNCTIONS / RESPONSIBILITIES:
Finance Officer will work in closely with other finance team to ensure that the project financial activities are executed on time and will be responsible for the following major activities:
1. Financial Accounting:
• Ensure day-to-day transaction processing in SAP, including accounting of expenditures and advances for assigned projects, with proper review of supporting documents.
• Prepare payment vouchers and ensure all expenditures have proper approvals and complete documentation, and that all invoices (utilities, rent, phone bills, etc.) are processed and paid on time.
• Prepare the donor financial report as per the donor guidelines
• Update and monitor advance accounts in the system on a regular basis.
2. Budget and Cash Management:
• Support Finance Coordinator in maintaining cash forecasts to ensure adequate funds are available to meet program requirements.
• Assist the LM and Program Lead in preparing and revising project budgets as required.
3. Procurement and Office Administration:
• Support procurement processes for assigned projects in line with organizational policies and procedures.
• Assist in inventory reconciliation by ensuring accurate recording of all project purchases, issues, and balances.
• Support for vendor identification for materials, logistics arrangement, food supplies, etc., and submit vendor details for empanelment.
• Coordinate regularly with ICO Admin and Procurement teams to ensure smooth, timely, and quality procurement.
• Maintain and update the project assets register; ensure asset tagging and confirm that all new procurements are within the approved budget.
• Provide recommendations to strengthen internal controls, accounting systems, and overall operational efficiency.
4. Audit Support:
• Ensure all field-level records, vouchers, and documents are ready at all times for donor or government audits.
• Follow donor guidelines and Plan India procedures for audit preparation and audit action plans.
• Ensure audit visits are well-coordinated and smoothly facilitated.
5. Records Management:
• Maintain proper filing of all financial documents in line with Plan India’s systems and procedures.
• Ensure files related to payment processing, petty cash, bank transfers, bank reconciliations, cheques, etc., are accurate and up to date.
6. Field Visits, Program Monitoring & Partner Oversight:
• Plan and conduct monitoring visits to project locations to verify field activities and immediately report any discrepancies to the LM .
• Undertake any other tasks assigned by the Line Manager.
Qualifications and Experience:
• Bachelor’s Degree or Diploma in Finance & Accounting, Commerce, Business Administration, or related field from a recognized institution.
