About Bhartiya Grameen Mahila Sangh (BGMS), Indore
Bhartiya Grameen Mahila Sangh (BGMS) established in 1961, is a state-level organization with over 25 years of experience in adolescent and youth development. BGMS is the technical support agency supported by UNFPA for the Life Skills Education program being implemented by Govt. of MP across Government State Board Schools and ITIs in Madhya Pradesh. In addition to this, the project activities also focus on sexual and reproductive health and rights (SRH) and gender sensitization.

The United Nations Population Fund (UNFPA) is an international development agency that works to deliver a world where every pregnancy is wanted, every childbirth is safe and every young person’s potential is fulfilled. UNFPA works in the areas of reproductive health and rights, comprehensive sexuality education, empowering young people including intensive interventions for adolescent girls in tribal, rural and urban settings, with gender as a cross-cutting area. UNFPA works at the policy and programme levels in collaboration with the various government departments and supports implementation of programmes through implementing partners.

Background:
BGMS as part of the partnership with UNFPA is strengthening Sexual and Reproductive Health and Rights (SRHR), with a focus on maternal health, family planning, introduction and scale-up of newer contraceptive methods, and health systems strengthening. As the programme expands across districts, there is a need for systematic documentation of processes, best practices, scale-up strategies, and impact evidence to inform policy, programme learning, and advocacy. The SRHR Documentation Consultant will support the BGMS in developing structured documentation and development of plan related to maternal health and family planning interventions.

Purpose:
To document key maternal health and family planning interventions, support the development of strategic scale-up plans for newer contraceptives, and develop a plan to engage with various stakeholders as part of achieving SRHR outcomes.

The consultant will:

A. Documentation of family planning intervention related to newer contraceptives and maternal health undertaken in 2025 :
• Document programme implementation processes related to maternal health and family planning.
• Compile case studies and success stories from UNFPA-supported districts.
• Document quality improvement initiatives, service delivery strengthening, and demand-generation efforts.

B. Newer Contraceptive Roll-out and Strategic Planning:
• Document the rollout of newer contraceptive methods (including implants and injectables), including training, supply chain readiness, and service uptake.
• Develop a structured scale-up plan outlining district expansion, stakeholder roles, monitoring indicators,
• Support in developing a plan for engaging the block level officials on the offtake of newer contraceptives.

C. Knowledge Management and Reporting:
• Prepare comprehensive documentation reports (annual report of 2025 and quarterly report of 2026) summarizing the programme interventions.
• Map the functionality of the delivery points in the intervention districts of UNFPA supported project interventions

D. Field Engagement:
Coordinate with implementing partners and consultants to gather inputs for documentation and planning

Deliverables:
• Inception note with documentation framework and timeline
• Development of comprehensive document on the newer contraceptives roll out in 2025
• Development of status of the delivery point functionality in the intervention districts
• One scale-up strategic plan for newer contraceptives rolls out in the additional districts
• Quarterly progress briefs

Reporting:
The assignment will be carried out under the guidance of senior officials of BGMS and the UNFPA Madhya Pradesh State Office.

Qualifications and Experience:
• Advanced degree in Public Health, Health Policy, or related field
• Minimum 5 years of experience in SRHR, maternal health, or family planning programmes
• Experience in documentation AND report writing
• Experience of working with international agencies and organisations
• Familiarity with Government health systems and NHM structures preferred
• Excellent writing and communication skills in English (knowledge of Hindi desirable)

Time line and Duration:
• The consultancy will be of short duration and is expected to be completed within 20 to 25 days from the date of commencement.

Remuneration:
The consultant shall quote a consolidated honorarium for the documentation assignment. The quoted amount must be all-inclusive and should cover professional fees as well as any expenses related to travel, lodging, boarding, and other incidental costs, should the consultant choose to undertake field visits. No additional payments will be made beyond the agreed consolidated honorarium. Payments will be milestone-based and will be released upon submission and approval of the agreed deliverables, as determined through mutual discussions.
