Request of Quotation for Conducting Qualitative Focus Group Discussions and a Quantitative Survey

Institute for Global Development (IGD) is a not-for-profit organization. The priority areas of IGD’s working are Reproductive Maternal New-born Child Health, Nutrition, Adolescent and Young People’s Health and Empowerment, Skilling and Livelihood.
Objective
- IGD is seeking quotations from experienced research-based organizations to conduct 2 focus group discussions per district across 32 districts (these include 16 in Andhra Pradesh, 11 in Telangana, and 5 in Karnataka). The list of districts will be provided to the agency before signing the contract.
- Besides, we are looking for the organization to conduct a quantitative survey of 1000 adult women each in the two districts of Tamil Nadu (Chennai and Madurai).
Specifications
- IGD already has the ethical approval for the focus group discussions (FGD), and the FGD guide is ready in English, Telugu, and Kannada. Out of 2 FGDs per district, one will be with men’s group and the other with the women’s group. Our staff is there on ground to support the researchers of the organization.
- The data collection for the FGDs will be done on a paper/sheet format (attendance/basic demographic details) and the recoding of the same in a Dictaphone/mobile (whichever is easy for the organization).
- Likewise, IGD already has the ethical approval for the quantitative survey and the questionnaire is ready in English and Tamil.
- We have finally approved consent and assent forms in the local languages (Telugu, Kannada, and Tamil).
- The data collection for the quantitative survey will be done in the IGD mobile application, the access of which will be provided by us to individual researchers.
Deliverables and Terms & Conditions
- Payments will be made by IGD to the vendor in two instalments according to a mutually agreed upon payment schedule and upon submission of original invoices.
- Tax deductions will be done as per the relevant rules of the Government of India
- Accommodation and travel of all the organizations’ team will be taken care of by the agency, IGD will not be providing any of these.
- The agency is expected to share the photos of all 64 FGDs, along with the recordings. The agency will have to submit a brief report of the FGDs (detailed report not required).
- The agency will take care of the print out of the consent forms for both quantitate survey and FGDs. The signed consent forms can be sent by a courier to the head office in Delhi.
- Share the quotation on letter head inclusive of GST and other logistics arrangements latest by March 10, 2026.
Eligibility criteria
- The agency should have experience of data collection in the past 2-3 years.
- The agency should have teams to start the data collection and finish, along with the submission of the report by 31st March 2026.
Others
- IGD reserves the right to reject all or any quotation(s), wholly or partly, without assigning any reason whatsoever.
- IGD team reserves the right to request the top 3 quotations for an in-person discussion.
- IGD reserves the right, in its sole discretion, to conduct negotiations in accordance with IGD and/donor’s policies and procedures and to request additional information from prospective Bidders to supplement or clarify any aspect of the proposal documents if such revisions will be in the interest of our programs
- Only shortlisted agencies will be contacted.
- IGD shall not be legally bound by any award notice issued for this RFQ until an Agreement is duly signed and executed with the winning bidder(s).
- Further details will be shared with shortlisted agencies.
Application Process –
All applicants (company/agency/institutional) if applicable, should follow the Government of India guidelines/policy for the Prevention of Sexual Harassment (PoSH) at the workplace. As part of the application process, you are required to share the status of the Internal Complaints Committee (ICC). If the committee is not incorporated, then under what criteria is it not enacted?
Interested agencies/organizations/individuals must submit the quotation for the “Data Collection-Qualitative and Quantitative” highlighting the financial proposal, and the timeline for the project. The financial quotations should be sent in soft copy over email at jobs@igdindia.org on your letter-head latest by March 10, 2026 with the subject line “Quotation for Data Collection-Qualitative and Quantitative”. Incomplete applications and applications received after the deadline will not be considered for the selection process. The selection team will only contact applicants who have been shortlisted for the process.
IGD has a policy of erasing all confidential information, ideas/concepts submitted in proposals/applications after the selection process is completed. "Confidentiality of Applicants" IGD shall not be liable to share the list of shortlisted applicants with any party outside the organization. The organization takes all necessary measures to protect the confidentiality of applicants, and shall not disclose any personal information, process, and data related to the application, except as required by law.
