About Project: Global Fund Project.
HLFPPT, as the Principal Recipient of the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) Grant (GC7), is implementing the Care and Support Centre (CSC 2.0) and Prison Interventions for the period 2024–27 across 15 states, namely Arunachal Pradesh, Assam, Bihar, Chhattisgarh, Delhi, Himachal Pradesh, Jharkhand, Meghalaya, Nagaland, Odisha, Rajasthan, Sikkim, Tripura, Uttar Pradesh, and West Bengal.
To strengthen the National efforts of NACP-V and NTEP objectives, Hindustan Latex Family Planning Promotion Trust (HLFPPT) as principal recipient with support of other implementing partners is implementing the next GFATM grant cycle (GC7) from April 2024 to March 2027 in more than 400 districts across 17 States in India.
The overall goal of the project includes scaling up interventions for HIV, TB, STIs, and Hepatitis B & C for general and vulnerable populations; elevating awareness, and cultivating an atmosphere that is devoid of stigma and discrimination related to HIV and TB for at-risk populations (youth) and key populations (KPs); increasing the access and uptake of HIV and TB related screening, diagnosis, treatment and care services and building the capacity of the health system, community and community-based organization to improve the quality health care of HIV and TB and reduction of stigma and discrimination related to these diseases.
The CSC 2.0 project will be implemented through CSCs to bridge the gaps in HIV care continuum by early initiation of ART among PLHIV including pregnant women, enhancing and maintaining virological tests for all HIV-exposed infants (HEI), tracking of LFU/MIS cases, supporting viral suppression, enhance treatment adherence and promote spouse/partner testing. The CSC 2.0 will function as safe spaces for People Living with HIV (PLHIV), serving as a bridge between the community and various essential services they require.
The project is also aimed at Community System Strengthening for HIV & STI prevention, care and support, involving the communities and PLHIV in programme formulation and building a mechanism for community-stakeholder engagement. The project will facilitate creation of Community Resource Pool, strengthen Community-Based Organizations (CBOs), strengthen Community Led Monitoring (CLM), and stakeholder linkages.

Key Responsibility:
- Coordinate with the State AIDS Control Society (SACS), National Health Mission (NHM), implementing partners, and other key departments to ensure effective program implementation.
- Ensure strong coordination with all IDU intervention in the states to ensure Care and Support Services to IDU-PLHIV.
- Regular support to State AIDS Control Society to manage data, monthly report preparation, monthly ART/CSC wise data analysis, develop ART/CSC Score card.
- Coordinate the implementation of program plans and budgets, including those of Sub-Sub Recipients (SSRs).
- Contribute to the development of annual, quarterly, and monthly work plans in line with the project goals, objectives, and activities.
- Support the development of effective monitoring, review, and evaluation strategies for the program and project staff.
- Review and analyse program reports from SR and SSRs, and provide timely and quality feedback on program documents before final submission to the PR and SACS.
- Coordinate with SR, SACS, DAPCU/DISHA, and other development partners in the state/region to strengthen program implementation.
- Identify capacity gaps and develop capacity-building plans for SR and SSRs in collaboration with the team, focusing on key deliverables under CSC 2.0.
- Work closely with the Finance and Administration team to review partners’ financial systems and provide technical support in budgeting, financial management, internal controls, and grant management.
- Identify advocacy issues at state and district levels, and support SSRs in developing and implementing effective advocacy strategies.
- Contribute to program learning, communication, and knowledge management initiatives, ensuring documentation and dissemination of best practices.
- Undertake field visits to SSRs as per the need to provide programmatic support, monitoring, and guidance.
- Conduct regular programmatic reviews and support the team in implementing course corrections where required.
- Ensure community engagement and participation at all levels of program implementation.
- Support the development of strategies for program implementation and operational support for the project.
- Undertake any other responsibilities assigned by the Reporting officer.
- Take on additional responsibilities as required for the overall advancement and achievement of CSC 2.0 objectives.
Qualifications and Experience:
- Master’s degree in social sciences, Public Health, or equivalent with a minimum of 3 to 5 years of relevant project management experience in the health or development sectors, with at least 3 years of middle management experience including a minimum of 2 years of experience in HIV Care Support Programs, including working with PLHIV and networks.
Competencies and Skills:
- Displays excellent analytical, writing, and verbal communication skills.
- Proficient in using MS Office applications.
- Experienced in working with multiple stakeholders in civil society and government at different levels.
- Exhibits the ability and willingness to undertake extensive travel, primarily within India.
- Fluent in English, Hindi, and/or any other regional languages.
- Working exposure in the healthcare sector will be an added advantage.
- Building successful collaborative relationships with internal and external stakeholders.
- Willingness to travel as required by the project.
