About Project: Global Fund Project.
HLFPPT, as the Principal Recipient of the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) Grant (GC7), is implementing the Care and Support Centre (CSC 2.0) and Prison Interventions for the period 2024–27 across 15 states, namely Arunachal Pradesh, Assam, Bihar, Chhattisgarh, Delhi, Himachal Pradesh, Jharkhand, Meghalaya, Nagaland, Odisha, Rajasthan, Sikkim, Tripura, Uttar Pradesh, and West Bengal.
To strengthen the National efforts of NACP-V and NTEP objectives, Hindustan Latex Family Planning Promotion Trust (HLFPPT) as principal recipient with support of other implementing partners is implementing the next GFATM grant cycle (GC7) from April 2024 to March 2027 in more than 400 districts across 17 States in India.
The overall goal of the project includes scaling up interventions for HIV, TB, STIs, and Hepatitis B & C for general and vulnerable populations; elevating awareness, and cultivating an atmosphere that is devoid of stigma and discrimination related to HIV and TB for at-risk populations (youth) and key populations (KPs); increasing the access and uptake of HIV and TB related screening, diagnosis, treatment and care services and building the capacity of the health system, community and community-based organization to improve the quality health care of HIV and TB and reduction of stigma and discrimination related to these diseases.
The CSC 2.0 project will be implemented through CSCs to bridge the gaps in HIV care continuum by early initiation of ART among PLHIV including pregnant women, enhancing and maintaining virological tests for all HIV-exposed infants (HEI), tracking of LFU/MIS cases, supporting viral suppression, enhance treatment adherence and promote spouse/partner testing. The CSC 2.0 will function as safe spaces for People Living with HIV (PLHIV), serving as a bridge between the community and various essential services they require.
The project is also aimed at Community System Strengthening for HIV & STI prevention, care and support, involving the communities and PLHIV in programme formulation and building a mechanism for community-stakeholder engagement. The project will facilitate creation of Community Resource Pool, strengthen Community-Based Organizations (CBOs), strengthen Community Led Monitoring (CLM), and stakeholder linkages.

Remuneration: Salary will commensurate with experience of the candidate and past salary drawn.
Job Specification/ Responsibilities:
- Closely work with SACS, District level authorities, viz, DACO/DTO, DISHA, district HIV/AIDS Nodal officer, Community Champions, State level/District Networks for smooth implementation of CSS activities.
- Responsible for implementation of CSS activities at state level, viz, constitution of District level Community Resource Group (DCRG), planning for DCRG monthly meetings, State level Network, trainings and engagement of community champions.
- Facilitate constitution of DCRG in all districts in the state and ensure monthly meetings across all districts in coordination with District authorities, DACO, DISHA and members of DCRG and other district officials.
- To support SACS in Constitution/ Re-constitution of State CRG and ensure its quarterly meetings.
- Support SACS and Principal Recipient (PR) in Strengthening State level Network (SLN) and its process, meetings, follow up with members and other SLN related activities.
- Coordination with SR partners, DISHA, DACO/DTO, nodal officers and Community Champions for effective implementation of Feedback Tool Collection (FTC).
- Support and facilitate state and district-level trainings/meetings, consultations, and review meetings under CSS.
- To prepare and compile the meeting and progress reports, documentation of best practices, success stories, challenges and ensure timely submission of reports.
- Regular coordination with National team, SR and support in making CSS action plan along with track CSS-related activities against approved work plans and timelines.
- Extensive travel is required for implementation of activities and timely submission of travel report
- Any other tasks assigned by supervisor
Qualifications
- Post-Graduation / Graduation in any stream with at least five years of relevant experience, i.e. in development sector especially health programs, viz, HIV/AIDS, TB intervention etc.
- Basic understanding of National AIDS Control Program and State AIDS Control Program, along with key populations under NACP.
- Work experience with SACS, DISHA/DAPCU, NACP facility, Partners, stakeholder will be an asset.
Skills and Competencies
- Must have good coordination and interpersonal skills, ability to meet timelines and execute the program at state and district level as well.
- Must have experience in managing and facilitating state and district level meetings, trainings and other activities.
- Familiar with day-to-day reporting, documentation of meeting minutes, trainings and other activities.
- Willingness for travel to all districts in the state and work independently.
- Preference will be given to candidates having experience closely working with different communities, viz, FSW, MSM, H/TG, PWID and PLHIV, KP youth
- Candidate will be based at State capital for the state applied for.
