CONTENT OF TERMS OF REFERENCE (TOR)
Background: The Government of Jharkhand has prioritized inclusive development by advancing drinking water and sanitation services. Under the Jal Jeevan Mission (JJM), the state has achieved 56% coverage of Functional Household Tap Connections (FHTCs), ensuring safe drinking water for rural households. Complementing this, the Swachh Bharat Mission (Gramin) has improved hygiene across villages. Current efforts now focus on sustaining ODF status through Plus programming. While flagship WASH services have expanded, their long-term sustained functionality requires stronger systems and behavioral reinforcement.
The Visvesvaraya Sanitation & Water Academy (ViSWA) (is envisaged as a key support institution for state in developing capacity building plans, collaborating with state-level institutions, and rolling out various capacity building strategies and programmes under JJM and SBMG. As the nodal institution of DWSD for capacity building, VISWA plays a pivotal role in formulating and executing a comprehensive capacity building framework integrated with Social and Behavioural Change (SBC) approaches. This involves close coordination with other WASH Experts, partners and academic institutions to foster a collaborative and adaptive learning ecosystem. Therefore, extending support to VISWA for effective operationalization of these initiatives will result in enhanced institutional and human resource capacities at all levels, ensuring the sustainability and long-term impact on strengthening the system, leading to improvement of quality of services under JJM and SBMG.
In 2025, UN ORGANISATION supported the Drinking Water & Sanitation Department in developing the Jalsahiya SoP, JJM Operation & Maintenance Policy, facilitated planning, documentation, and the District Samvaad programme. Building on this- Knowledge Management (KM) centre designed curriculum and rolled out induction training for 1,104 Master Jalsahiyas in 18 batches across the state.
At this stage, KM emerges as a strategic enabler—strengthening service delivery, fostering community engagement, building stakeholder capacity, promoting collaboration, and ensuring evidence-based decision making. To institutionalize KM efforts, a State Consultant for WASH Knowledge Management consultant will provide technical assistance to VISWA to strengthen its role as the nodal Knowledge Resource Centre for DWSD, focusing on system development, institutional capacity building, and evidence-based policy integration. The consultant will not directly implement training or awareness activities but will support VISWA in designing sustainable frameworks and processes that enable the department to lead these functions. Consultant will require to capture lessons, scale best practices, and embed them into policy, ensuring Sustainability, gender-responsive, and inclusive outcomes for Jharkhand’s WASH interventions.
This support to DWSD will enhance collaboration, reduce duplication, and strengthen WASH programme effectiveness for sustainable development.
