CONTENT OF TERMS OF REFERENCE (TOR)
Background:
A UN agency working in more than 190 countries has its operations in Assam. It has been working in collaboration with the Government of Assam to contribute towards improving children outcome in the state.
This specific TOR outlines the support the agency is seeking towards further strengthening its work with different departments in Assam, particularly Department of Women and Child Development (DWCD), Department of Panchayati Raj and Rural Development (P&RD) , Golap Borbora State Institute of Panchayati Raj and Rural Development (GB SIPRD) and Finance Department. The emphasis is on collaborating with these departments to enhance the design and implementation, wherever possible of various social protection progarmems with focus on children and women. The focus is to design strategies that will support delivery of schemes including maternity benefit schemes, scholarship schemes for girls and boys, care economy related interventions to the most vulnerable families and during and after disasters. There is equal focus to enhance the capacities of the local governance structures, particularly women PRIs so that they can support in creating demand and access to various schemes and entitlements including financial inclusion services.
