CONTENT OF TERMS OF REFERENCE (TOR)
Background: Government of Jharkhand has achieved significant progress under Swachh Bharat Mission (SBM) Phase I (2014–2019) and was declared Open Defecation Free (ODF). This milestone shifted the sanitation focus to Faecal Sludge and Septage Management (FSSM). In response, the state notified the Jharkhand FSSM Policy, 2017, defining sanitation as the safe confinement, collection, treatment, disposal/reuse of human excreta and liquid waste. The policy targets the entire FSSM value chain, with an emphasis on 100% safe management of excreta from all sanitation systems.
Jharkhand’s FSSM initiatives align strongly with SDG 6, particularly Target 6.2 (safely managed sanitation) and Target 6.3.1 (safe wastewater treatment). UN ORGANISATION’s WASH Strategy (2016–2030) and Sanitation Game Plan (2022–2030) reiterate that sanitation is only safe when excreta is systematically collected, transported, treated, and safely reused or disposed. Strengthening FSSM is therefore critical to sustaining SBM gains and enabling Jharkhand’s contribution to SDG 6.
In line with the policy, the Government of Jharkhand decided to establish FSTPs in 36 of 49 ULBs, with the remaining ULBs to be covered through STPs. Since 2018, and with intensified UN ORGANISATION support from 2021, FSSM implementation has accelerated. Between 2021 and 2025, the state progressed from 8 FSTPs at DPR/tendering stage to 3 operational FSTPs, while 31 FSTPs (including 2 cluster-based) are at various stages of DPR preparation, construction, and operationalization. SUDA’s efforts are focused on urban areas with planned rural–urban convergence, alongside integration of SHGs into the FSSM value chain, necessitating structured capacity building.
Despite intensified efforts, challenges persist, including project delays, ULB-specific socio-geographical constraints and sustainability concerns. Strengthening systems, streamlining processes, and continuous capacity building of ULB officials are essential to sustain momentum and create a robust sanitation ecosystem.
Climate change is another pressing issue that is exacerbating the state’s effort to ensure total sanitation in the state. It poses a significant risk to the sustainability of sanitation systems, including FSSM. Climate change induced extreme weather events threaten the integrity of FSTPs, septic tanks, and sewerage networks, leading to the overflow or leakage of untreated waste into the environment and increasing the risk of waterborne diseases. Given Jharkhand’s diverse terrain and vulnerability profile, climate-resilient sanitation infrastructure and adaptive capacities at the ULB level are crucial to ensure long-term, safe, and equitable sanitation services.
With UN ORGANISATION’s technical support, Jharkhand has secured Rs 12.5 crore under CITIIS (City Investments to Innovate, Integrate, and Sustain) 2.0 from Ministry of Housing and Urban Affairs (MoHUA). The state plans to implement Component 2 at the state level and across nine Municipal Corporations, focusing on climate governance, institutional capacity, and data-driven climate action.
