IHAT PURPOSE AND PRIORITIES
India Health Action Trust was instituted in 2003 as a Charitable Trust with a vision to meaningfully impact the lives of vulnerable and marginalised people by addressing health and social inequities. The Trust is working towards reducing inequities by developing comprehensive and sustainable programmes to improve population health. Since its inception, IHAT has working closely with the Government of India and state governments, including Uttar Pradesh, Madhya Pradesh, Rajasthan, Delhi and Bihar to achieve public health goals. Our work is focused in areas of prevention and control of HIV and Tuberculosis, in achieving significant improvements in Reproductive, Maternal, Neonatal and Child Health, improved Nutrition among mothers and children, and strengthening health systems. We use program science to optimise and scale public health programs while partnering with the governments and communities.
ROLE PURPOSE
Specialist / Associate Supply Chain shall be responsible for providing support to Uttar Pradesh Medical Supplies Corporation (UPMSC) in improving procurement and supply chain processes for drugs and consumables. Analyzing the different bottlenecks involved in procurement and supply chain of drugs and consumables there after suggesting the remedy/ improvement mechanism. Implementation and operationalization DVDMS enabled passbook system at public health facilities. Work collaboratively with Health system strengthening team and program teams to improve availability of drugs and consumables at public health facilities.
DIMENSIONS
- Identify existing supply chain models and support building a strong supply chain model up to facilities; identify best practices and innovations and support in documentation and replication of identified practices
- Support setting up urban health initiative and engage in planning and facilitation of activities pertaining, coordinate with technical team to integrate their inputs, facilitating review of implementation in states and providing feedback on a periodic basis
- Plan and provide focused technical/operational support and coordinate the implementation last mile delivery.
- Facilitate review of implementation in states and providing feedback on a periodic basis
- Support directorate and NHM in planning and budgeting for drugs and consumables as per state and program needs.
- Improve availability of essential drugs at district warehouses by streamlining purchase order placement and analyzing supplier performance.
- Support the state in implementation and smooth operationalization of DVDMS enabled passbook system at public health facilities.
- Monitor availability of drugs at public health facilities and support them in indenting as per their requirement.
- Work collaboratively with state procuring agency-department for continuously improve the drugs and consumables procurement process
- Perform other activities as assigned by the supervisor to achieve organizational goals.
QUALIFICATIONS
- Required Qualification: Master’s degree or equivalent in Management, Pharma, Biomedical Engineer public health or a related field is required.
- Preferred Qualification: Certificate in Procurement and Supply Chain Management (e.g., from Coursera, or a recognized institution).
EXPERIENCE
- A minimum of 2 years of experience in handling Procure and supply chain for medium-large organizations/ departments or working on govt./non-govt. systems.
- Experience in EMMS or DVDMS.
CRITICAL COMPETENCIES
The candidate must possess a strong understanding of Drugs and a good level of knowledge of
- Public Procurement and supply chain.
- Experience in and understanding of working with government at various levels
- S/he should have excellent reporting and analysis abilities, the capacity to communicate with various players at different levels, and an ability to negotiate in a multicultural environment
- S/He should be familiar with the National and State public health systems and functions
- S/He should be familiar with the EMMS or DVDMS.
- S/he shall have an understanding of public health supply chain issues in India and the role of various stakeholders
- S/He will possess good teamwork abilities and the ability to work well in an interdisciplinary team
- Ability to work independently on complex projects and proactively manage projects with minimal supervision
- Excellent interpersonal abilities and effective communication skills in both English and Hindi
- Proficient in written and oral communication, including presentation skills and the ability to write analytical reports
- Proficiency in commonly used software packages such as MS Word, Excel, and PowerPoint.
