1. Background and Context
India's national HIV response under NACP-V has progressively moved toward integrated, technology-enabled service delivery. As part of this vision, NACO—in collaboration with YRGCARE—is implementing a comprehensive initiative titled IT-enabled Virtual Strategies under NACP. At the heart of this initiative is a unified national digital gateway that brings together information, counselling, referral, and care linkage services for people affected by HIV and STIs across India.
Breakfree is the digital engagement platform within this ecosystem. It serves as a safe, confidential, and stigma-free space where users—particularly young adults—can access credible information on HIV and STIs, seek guidance, explore their options for testing and treatment, and connect with national helpline services. Currently available as a web platform, Breakfree has demonstrated strong utility in reaching digitally active users across geographies.
With mobile internet usage now outpacing desktop access across India— especially in smaller towns and rural areas—there is a clear and urgent need to extend Breakfree's reach through a dedicated mobile application. A well-designed app will allow the platform to retain users better, provide continuity of care support, and serve populations who rely exclusively on their smartphones for internet access.
This Terms of Reference (ToR) defines the full scope of work, technical requirements, compliance standards, and performance expectations for the agency appointed to design, develop, deploy, and maintain the Breakfree mobile application for both Android and iOS platforms.
