About you
You will have a Master’s degree in statistics/epidemiology/ developmental science or another related field with minimum 7 years of experience in data management and monitoring information systems with NGOs, and/or UN agencies working on health and/or nutrition programs. You will come with proven experience in designing and implementing MEAL systems, including development and revision of PMFs and monitoring plans with familiarity in using digital tools and software like power BI and experience in overseeing development of AI driven decision models
Your experience in working with the government and familiarity with government health information systems will be considered a strong asset.
Fluency in Hindi and English (Reading, Writing & Oratory Skills) is a prerequisite. Understanding of Marathi is an added advantage
About the role
Under the supervision of the Project Director, the Sr MEAL Officer, will be responsible for the design, implementation, and management of a comprehensive MEAL system for the PCNC project. The role will ensure the availability of high-quality, timely, and gender-responsive data to inform program decision-making, demonstrate results, and support learning and accountability. The Sr MEAL officer will work closely with project partners, state and national stakeholders, and Nutrition International (NI) technical and program management teams at global, regional, and national levels to align monitoring systems with national health information platforms and donor reporting requirements.
In this role you will :
- Lead the development and implementation of a MEAL Plan aligned with the Project Measurement Framework (PMF), Logic Model and Theory of Change.
- Review and update the PMF in consultation with the project team, including indicator refinement and development, identification of means of verifications, alignment with donor requirements and government priorities.
- Ensure the MEAL Plan is gender-responsive, with indicators and data collection approaches reflecting gender equality, social inclusion, differential access and use.
- Design and develop quantitative and qualitative data collection tools as needed based on a data collection plan, including digital tools, field monitoring formats and checklists in consultation with implementing partners and the MDL team.
- Develop and maintain a centralized data repository, including e-filing of all monitoring, evaluation, and reporting documents, version control and data governance
- Collect, track, and analyse project relevant data from government health information systems, including HMIS and other relevant state and national data platforms.
- Translate monitoring data into clear, actionable insights for the Project Director to support program decisions. Develop dashboards and data visualizations for internal program management, donor reporting and government and stakeholder reviews.
- Oversee implementation of household surveys and other data collection exercises, including development of survey protocols, training of enumerators, field supervision and data quality assurance.
