TERMS OF REFERENCE(TOR)
1. Background:
UN ORGANISATION in partnership with the government has developed a comprehensive three-year action plan aimed at scaling and consolidating these child protection and diversion initiatives. The action plan envisions more structured programme implementation, capacity enhancement, data-informed decision-making, and improved monitoring and quality assurance.
UN ORGANISATION has been a long-standing partner of the Kerala Police in advancing child protection measures across the state. This partnership has supported models such as the Student Police Cadet (SPC) programme, the Helping Others Promote Education (HOPE) initiative, Digital De-Addiction (DDAD) Centers, Our Responsibility to Children (ORC), and the establishment of Child-Friendly Police Stations and CAP House. These initiatives have significantly strengthened the state's protective environment for children and introduced innovative, community-based, and diversion-focused interventions within the policing framework.
