About WaterAid India:
Jal Seva Charitable Foundation (JSCF) is registered in India as a not-for-profit company under Chapter 8 of the Companies Act, 2013. JSCF, is an associate member of the WaterAid federation and uses the brand name ‘WaterAid’ in India.
WaterAid India seeks to improve the quality of life of 5,000,000 households – with a special emphasis on the vulnerable by 2029 through the provision of climate-resilient and sustainable WASH services via demonstration, institution strengthening, and the effective utilization of public resources. WaterAid India’s (WAI) country office is based in New Delhi with State Offices in Bengaluru, Bhopal, Bhubaneswar, Hyderabad, Lucknow, Patna, and Raipur. We currently have a presence in ten states in the country.
WAI’s Programme focus in the next five years is on ensuring access to safe and assured drinking water in the households, as well as safely managed sanitation at both the household and habitation level. Further, we seek to ensure that anganwadis, schools and health care facilities have adequate and appropriate water, sanitation, and hygiene infrastructure. Finally, we seek to create integrated water and sanitation solutions in small towns. In all these efforts, ensuring climate resilience of infrastructure and systems is critical. We seek to do this through demonstration and the provision of technical and knowledge support to governments at all levels who can facilitate adoption on scale. Roles & Responsibility: -
Technical Design and Planning
- Lead the identification of feasible technical options for water supply, sanitation, water recharge/conservation, Liquid waste and grey water management activities across all state projects. Ensure designs are context-specific, climate-resilient, and developed in consultation with community stakeholders.
- Prepare comprehensive DPRs, including precise estimations, technical drawings, and Bills of Quantities (BoQs).
- Ensure strict adherence to national/state technical standards and WAI’s global technical guidelines and policies throughout the project cycle.
- Lead and guide field surveys and participatory mapping exercises
Execution and Quality Assurance
- Oversee the execution of all hardware activities on the ground. Ensure that construction is carried out by vendors/contractors as per the approved designs and timelines.
- Guarantee that all infrastructure design and execution adopt GESI (Gender, Equality, and Social Inclusion) principles, ensuring access for women, children, the elderly, and the differently abled.
- Conduct regular technical audits and site visits to ensure the quality of materials and workmanship.
Innovation and Sustainability
- Proactively identify and appraise new, cost-effective technologies in water supply and environmental sanitation for potential replication in project areas.
- Maintain and update a state-level database of project hardware. Analyze data on usage and functionality to refine Operation & Maintenance (O&M) strategies and ensure the longevity of assets.
- Ensure rigorous photo documentation (pre, during, and post-intervention) of all hardware activities to provide transparent evidence of impact.
- Collecting and analyzing all the technical information from primary and secondary sources needed for implementing and sustaining the hardware activities.
Capacity Building and Mentoring
- Coordinate and lead technical training programs for project staff, partner NGOs, government functionaries, and local community technicians (e.g., pump operators /mechanics).
- Provide on-the-job and on-call support, technical guidance, and mentorship to District Technical Specialists and field teams (in the State and outside, based on requirements) to build a robust technical talent pool within the state.
Reporting and Knowledge Management
- Prepare and submit high-quality technical reports and presentations for the organization and donor agencies, translating complex engineering data into clear impact narratives.
- Document technical innovations and "lessons learned" to contribute to WAI’s national and global knowledge base.
- Support the State Program Director by contributing to State specific policy developments and technical assistance partnerships.
- Any other tasks assigned by State Program Director (SPD).
Eligibility and requirements Education:
- A graduate /master’s degree in civil engineering or environmental engineering from a recognized institution.
- Additional certifications in Water Resource Management or Climate-Resilient Infrastructure are highly preferred.
Experience:
- 8-10 years of relevant work experience in community-level implementation within the development sector.
- Proven track record of preparing project proposals, technical reports, and executing large-scale WASH infrastructure projects on the ground.
- Demonstrated experience in conducting technical training and capacity-building programs for diverse audiences.
- Practical experience in coordinating with district administrations, municipal bodies, and local government functionaries.
- Sector Knowledge: Prior experience in WASH (Water, Sanitation, Hygiene) in communities or institutional contexts is highly preferred.
- Travel requirements: 50%. Selected candidate is required to undertake travel to remote project sites for quality monitoring and team support.
Skills:
- Communication: Exceptional written and oral communication skills in English and Kannada (or the local language of the specific project area).
- Technical: Proficiency in AutoCAD, MS Office (specifically advanced Excel for estimations), and data analysis tools
- Soft Skills: Strong persuasive communication, community motivation techniques, and the ability to work independently in a field setting.
- Personal Attributes: Ability to independently manage technical risks and provide solutions in challenging field environments.
