Duration and Renewal
The Supply Chain Management (SCM) and Finance Technical Consultant will provide strategic and technical support to strengthen program budgeting, allocation, utilization, and supply chain processes of NHM Adolescent Health Programs. The consultant will play a key role in optimizing procurement systems, improving fund flow mechanisms, and ensuring efficient utilization of program resources. The role requires close coordination with NHM divisions, state health departments, and technical partners to streamline SCM processes and enhance financial accountability, ultimately improving adolescent health outcomes in the state.
This is a contractual position for one year, renewable annually based on performance, program needs, and funding availability.

Essential Qualifications : Master’s degree in Finance, Business Administration, Supply Chain Management, Logistics, or a related discipline.
Essential Experience
• Minimum 7-8 years of relevant experience in the public health system, supply chain management
• Familiarity with government financial and procurement systems and NHM guidelines.
• Experience managing donor-funded projects or technical assistance programs.
• Demonstrated experience in program budgeting, financial analysis, and resource utilization.
• Proven experience in working with government agencies, preferably NHM or other large-scale health programs, at the state level.
• Prior experience in strengthening supply chain systems and implementing process improvements in public health programs.
• Demonstrated experience in managing teams and projects, including planning, budgeting, and monitoring.
• Proven track record of successful engagement and collaboration with government agencies and other stakeholders.
• Good to have -Experience working in Jharkhand or other tribal geographies
Essential Skills
• In-depth understanding of supply chain management principles, strategies, and best practices, particularly within the public health sector.
• Proven experience in managing and implementing complex supply chain initiatives with measurable results.
• Strong analytical and problem-solving skills, including the ability to interpret complex data and develop actionable recommendations.
• Excellent leadership, management, and team-building skills, with experience in mentoring and supervising staff.
• Excellent communication and coordination (written and verbal), presentation, and interpersonal skills, with the ability to engage effectively with high-level government stakeholders.
• Proficiency in MS Office Suite (Word, Excel, PowerPoint) and project management software.
• Experience in developing and delivering training programs for government officials and other stakeholders.
• Ability to work independently and collaboratively in a multi-stakeholder environment.
• Willingness to travel frequently within the state and work in field settings
Preferred-
• Familiarity with digital health solutions and their application in supply chain management.
• Knowledge of the public health system, policies, and programs in India.
• Experience in research and evaluation related to supply chain performance.
Key Responsibilities:
• Lead and manage specific components or workstreams within the supply chain management activities of the adolescent health program, ensuring alignment with NHM program
• Provide technical leadership and expertise in key areas such as procurement planning, warehousing, distribution, and inventory control.
• Support NHM program budgeting, financial planning, and utilization tracking for adolescent health and SRHR initiatives.
• Analyze fund flow mechanisms and recommend strategies to strengthen finance efficiency and accountability.
• Facilitate coordination between finance, procurement, and program divisions to ensure smooth disbursement and utilization of funds.
• Build and maintain strong relationships with government counterparts at the state and district levels.
• Provide technical assistance and capacity-building support to NHM and partner staff on SCM, budgeting, and expenditure tracking.
• Lead assessments of existing supply chain systems, identify bottlenecks, and recommend evidence-based improvements.
• Oversee implementation of innovative SCM solutions, including digital tools and best practices for efficiency and transparency.
• Contribute to the development of project reports, proposals, and presentations for donors and government stakeholders.
• Represent the project in relevant state and national forums, workshops, and review meetings.
• Ensure compliance with project policies, donor requirements, and national/state financial regulations.
• Support monitoring and evaluation efforts, including developing indicators and analyzing financial and SCM performance data.
• Undertake regular field visits to review implementation, provide technical guidance, and troubleshoot financial or SCM issues.
• Support program budgeting, utilization, and process streamlining in coordination with NHM and public health departments.
