About the TIFA Project:
NLRIF is going to implement an innovative AI-powered integrated TB and NCD Active Case Finding (ACF) model being supported by the JSI Research & Training Institute, Inc. (JSI) that implements the Tuberculosis Implementation Framework Agreement (TIFA) managed by the United States Department of State (DOS). NLRIF will implement the project in partnership with the JSI Research & Training Institute and the State Health Department to strengthen the National TB Elimination Programme (NTEP) remaining under the TIFA. The project is expected to start in June/July 2026. The Project Manager may be recruited early.
The project aims to:
• Screen 18.7 lakh population
• Strengthen TB case detection through AI-enabled hand-held chest X-ray (HHX) and NAAT linkage
• Integrate screening for NCDs (Hypertension, Diabetes, Anaemia)
• Enable real-time monitoring, microplanning, and hotspot prediction using AI platforms
• Strengthen convergence between NTEP and NP-NCD systems
Performance indicators of the project :
• Achievement of screening targets (18.7 lakh)
• % of presumptive TB cases tested
• Diagnostic-to-treatment initiation time (=48 hrs)
• HHX utilization efficiency
• Integration with government systems (Nikshay reporting)
• Team performance and retention
• TB-NCD integrated screening proficiency
Job Description:
The Project Manager-Consultant will lead end-to-end planning, implementation, and performance management of the project across Haryana keeping close relationship with the JSI Research & Training Institute and the State Government. The role requires strong leadership, government coordination, and operational excellence to ensure timely achievement of project targets.
Note: - This project position is for a duration of 8 months.
1. Project Leadership & Implementation:
• Lead overall execution of the TB–NCD ACF project across 11-12 districts in Haryana
• Ensure timely rollout of all components including:
o AI platform deployment
o Screening camps (community & workplace-based)
o Diagnostic linkage and treatment initiation
• Develop and oversee district-level micro-plans in coordination with DTOs
2. Government Coordination & Stakeholder Engagement:
• Act as the primary liaison with:
o State TB Cell
o State Health Society / NHM
o District TB Officers and district administration
• Ensure alignment with NTEP (Nikshay) and NP-NCD systems
• Support state-level reviews, planning meetings, and policy alignment
3. Team Management & HR Oversight:
• Supervise multidisciplinary team:
o Zonal Coordinators
o M&E Officer
o Radiographers, Lab Technicians
o Field teams (Camp Coordinators, FLWs)
• Ensure recruitment, onboarding, and performance management
• Build team capacity through structured training and mentoring
4. Program Monitoring & Data-driven Management:
• Ensure real-time tracking of:
o Screening coverage
o Presumptive TB identification
o Diagnostic linkage (NAAT)
o Treatment initiation (within 48 hours)
• Use dashboards and AI insights for adaptive planning
• Conduct regular performance reviews at district and state level
5. Quality Assurance & Operational Excellence:
• Ensure quality of TB and NCD screening, diagnostics, and referrals of vulnerable population suitable for Active Case Finding (ACF)
• Monitor HHX utilization efficiency and field validation
• Address operational bottlenecks and ensure corrective actions
• Close coordination with the State and District TB Officers for accomplishment of the project goal
6. Reporting & Documentation:
• Prepare high-quality reports for donors and government as per the TIFA requirement
• Document best practices, innovations, and learnings
• Support dissemination and policy advocacy
7. Sustainability & System Strengthening:
• Facilitate integration of project systems into government structures
• Support transition planning for long-term sustainability under NHM
• Implement and roll out capacity building of frontline workers and public health systems
8. Any other task assigned by the CEO:
Eligibility Criteria: Candidate should have MBBS / MPH / Master’s in Public Health / Health Management / Life Sciences, Minimum 8–12 years of experience in public health programs, at least 3–5 years in TB / NTEP or NLEP/ ACF / infectious disease programs, experience in large-scale program implementation and team management, has demonstrated high level skills for engagement of government functionaries.
Desirable:
• Experience working with Government of India / State Health Systems
• Familiarity with Nikshay, TB Arogya Sathi, or digital health platforms
• Experience in AI/digital health, screening programs, or NCD integration
• Prior experience in Haryana or similar contexts

Note: Screened candidates will be shared with detailed job description, and project proposal. During interview, each candidate will have to present 10 min. PPT in front of selection committee to explain as to how s/he is going to implement and coordinate the TIFA project. A written test may also be done.
