Capacity Building Officer (System Strengthening)
Location: District/Block Level
Reporting To: Project Manager / System Strengthening Lead
Employment Type: Full time
1. Position Overview
The Capacity Building Officer (System Strengthening) will be responsible for planning, coordinating, and implementing capacity-building activities for both direct community level stakeholders and indirect stakeholders through digital platforms (ECHO Platform). The role focuses on strengthening systems across all thematic areas WASH, Water Resources, Governance, Environment, Knowledge Management, and Social Development. The Officer will work closely with government and non government stakeholders to design training modules, conduct sessions, and ensure effective capacity enhancement at multiple levels.
2. Key Responsibilities:
A. Capacity Building (Direct & Digital):
• Design and implement capacity building plans for CRPs, SHGs, community leaders, and PRI representatives.
• Manage digital capacity building initiatives through the ECHO platform, including session planning, content preparation, and coordination with expert faculty.
• Develop training materials, modules, presentations, and resource manuals across project themes.
• Facilitate in person and virtual training sessions, workshops, and cross-learning events.
B. System Strengthening:
• Support strengthening of institutional capacities at GP, Block, and community levels.
• Coordinate with thematic leads to integrate technical inputs into training modules.
• Provide follow up mentoring and handholding support to field teams to ensure application of learning.
C. Coordination & Stakeholder Engagement:
• Liaise with government departments, PRIs, NGOs, and technical agencies for collaborative training and orientation programs.
• Ensure smooth communication between project teams and external stakeholders for all CB activities.
• Facilitate convergence based capacity building initiatives when required.
D. Documentation & Reporting:
• Maintain training records, attendance, and feedback forms.
• Prepare monthly and quarterly progress reports on CB initiatives.
• Document learnings, best practices, and success stories from capacity building processes.
3. Qualifications:
• Graduate/Postgraduate degree in Social Work, Rural Development, Education, Public Administration, Development Studies, Sociology, or related field.
• Formal training in capacity building, training design, or adult learning methodologies is desirable.
4. Experience:
• Minimum 3–5 years of experience in capacity building, system strengthening, training coordination, or community development.
• Experience in designing training modules and facilitating workshops (both in-person and virtual).
• Experience working with government stakeholders, PRIs, or NGOs in rural development/WASH/livelihoods sectors is preferred.
• Prior experience with digital learning platforms (ECHO or similar) will be an advantage.
5. Skills & Competencies:
• Strong understanding of participatory training methods and adult learning principles.
• Ability to design high quality content and training materials.
• Strong facilitation, communication, and group management skills.
• Ability to coordinate with diverse teams and institutional stakeholders.
• Proficiency in MS Office (Word, PPT, Excel) and familiarity with virtual training tools (Zoom, Google Meet, ECHO platform).
• Good documentation and report-writing skills.
6. Language Requirements:
• Proficiency in Bengali (reading, writing & speaking) is essential for community and government coordination.
• Working knowledge of English for reporting and content development.
• Knowledge of local dialects of the project area will be an added advantage.
7. Other Requirements:
• Willingness to travel extensively across GPs and Blocks for training delivery.
• Ability to work independently and manage multiple tasks simultaneously.
• Strong commitment to strengthening community systems and inclusive development.
