REQUEST FOR PARTNERSHIP
INSTITUTIONAL CONTRACT FOR STRENGTHENING ENGLISH LEARNING IN FOUNDATIONAL AND PRIMARY GRADES THROUGH STRUCTURED PEDAGOGY PROGRAM
1. BACKGROUND / RATIONALE
Language and Learning Foundation (LLF) works in partnership with state governments to improve foundational literacy and numeracy (FLN) outcomes at scale, with a strong focus on multilingual education (MLE). Recognizing the growing need for English proficiency, particularly in later schooling and life opportunities, there is an increasing demand to introduce English in a developmentally appropriate and pedagogically sound manner in the early years. English instruction has been part of many states' primary grade curriculum, yet there is very low effectiveness of English language instruction in many states, especially in the north. This gap highlights a critical need for targeted intervention, as foundational language skills built in early grades directly shape a child's long-term academic trajectory. LLF is well-positioned to address this challenge by strengthening English language instruction through a structured pedagogy approach that includes a well-structured curriculum and builds teacher capacity.
LLF proposes to initiate a programme with a focus on learning English in the foundational and preparatory grades through a multilingual approach. This intervention will be piloted in the area/district where students have achieved reasonable foundational skill in Medium of Instruction (MoI) backed by student’s assessment data in LLF’s demonstration sites. The initiative will adopt a phased and context-sensitive approach:
- Grade 3: Introduction of English with a focus on oral language development (listening and speaking).
- Grades 4–5: Gradual expansion to reading and writing, leading to more comprehensive English proficiency.
2. PURPOSE OF ASSIGNMENT
LLF seeks to partner with organisations and experts who can support the development and implementation of effective early English pedagogy. This includes co-creating pedagogical frameworks for teaching English in classrooms through a multilingual approach, along with designing context-responsive strategies for classrooms. The partnership will also focus on:
- Co-designing the program based on evidence-based strategies by developing curriculum and teaching-learning materials, teacher professional development and digital resources for Grades 3–5.
- Building the capacity of the LLF team at central and state level through continuous mentoring and handholding support.
- Supporting the on-ground implementation and demonstration of the proposed model in selected districts over a minimum period of two years.
3. PROGRAMME AREA AND SPECIFIC PROJECT AREA
The initiative will be piloted and demonstrated in two contexts:
- Kurukshetra (Haryana)
- Varanasi (Uttar Pradesh)
In both the districts, LLF has been working and has good ground presence
