Job Description
Position Summary
IPE Global invites applications from qualified candidates for the position of State Team Lead for a large-scale Maternal Health and Nutrition Project.
 
State Team Lead will be responsible for overseeing the implementation of the Maternal Cash schemes and comprehensive SBCC initiative within the state, ensuring alignment with the overall project goals and deliverables. She/he will lead the coordination with all government stakeholders for design and rollout of interventions aimed to strengthen government initiatives focused on maternal and child nutrition.
 
Key Responsibilities
 
Strategy development, government liaising & technical support
  • Lead the development and support the execution of the overall project strategy at the state level, ensuring compliance with the approved project deliverables, budget and work plan
  • Ensure timely development of SOPs, job aids, training modules for various project interventions
  • Ensure that project activities are designed and approved at the state level through the appropriate government authorities
  • Rrepresent the project/organisation and participate in state-level monitoring and coordination meetings conducted by government officials (WCD and others).
  • Establish and maintain a robust monitoring and technical support mechanism at the state level.
Project management
  • Oversee the coordination, management, supervision, and monitoring of all project activities at the state level
  • Analyse project performance trends, identify implementation challenges, and take timely corrective and coordinated actions to ensure achievement of deliverables and result.
  • Ensure state level reporting, enable visualization through dashboards for better evidence-based programming for the state officials
  • Facilitate knowledge creation and management processes by enabling documentation of lessons learned, success stories, and best practices by responsible team members
  • Maintain effective communication and coordination with team members and key stakeholders to ensure cohesive implementation and timely issue resolution.
  • Actively participate on monthly review meetings at the national and state level with the project teams
External engagement
  • Facilitate dissemination campaigns at the state level for sharing program insights and learnings with relevant national and local stakeholders.
  • Coordinate with the nodal departments in the State for improving inter-sectoral coordination and project implementation.
  • Identify, establish and foster external partnerships with local CSRs or funding agencies that will contribute to the overall success of the project.
As job descriptions cannot be exhaustive, the state team lead may be required to undertake other duties as determined by the Project Director that are broadly in line with the above key responsibilities.
Qualification & Experience
Essential
  • Advanced university degree in Management/ Public Health/ Public Policy/Social Sciences/Economics with minimum 15 years of experience in managing large projects/ programmes preferably Maternal and Child Health programs.
  • At least 4-5 years of experience of working in the state with the government officials as technical support or direct implementation experience through donor funded programs.
  • Proficient in local language (writing, reading and speaking).
  • Experience in developing robust monitoring and reporting systems for state level evaluations and impact assessments.
  • Demonstrated experience building and leading strategic partnerships with key stakeholders from diverse sectors including NGOs, government, and the private sector.
  • Sound understanding of program data and proficiency in using MS Word, Excel, and Power Point.
  • Excellent presentation and communication skills especially for donor engagement and high-level representation of the project and organization.
  • Ability to take up exhaustive travel within the state, at least 10 days in a month and to other parts of the country if required
Desirable
  • Experience in implementing large scale cash transfer programmes or direct benefits transfer.
  • Good operational understanding of women and child development, health and family welfare and rural development sectors and programmes.
  • Preference will be given to those who have previous experience of working with demanding clients, private foundations, and corporates.
Contract Type and Period
This will be a fixed term contract.
 
The contract will be initially for a period of one year, extendable thereafter, based on performance, for a likely period of 5 years. IPE Global is a fast-growing organization with a large portfolio of programmes in India/South-East Asia and Africa and there could be opportunity for long term association for exceptionally good candidates on mutually agreed terms.
