The Digital Nerve Centre (DiNC) initiative aims to strengthen citizen-centric, technology-enabled, and integrated healthcare delivery systems in Karnataka. The initiative focuses on enhancing care continuity, digital health integration, service navigation, population health outcomes, and system efficiency through coordinated institutional mechanisms, digital platforms, and workforce capacity building. 
 
The Senior Project Manager will anchor district-level planning, implementation, stakeholder coordination, and performance monitoring for DiNC rollout in Kolar district, Karnataka.
 
Role and Responsibilities
 
The Senior Project Manager will provide strategic, technical, and operational leadership for implementation of the DiNC model at the district level. The role will ensure effective convergence between government health systems, digital platforms, care coordination centres, and community-level access points, while driving measurable improvements in service access, care pathways, and health outcomes. 
 
A. Project Leadership & Management 
  • Lead end-to-end district implementation of the DiNC model. 
  • Develop district implementation plans, micro-plans, and operational strategies. 
  • Ensure alignment with Karnataka State Health Mission priorities and DiNC framework. 
  • Oversee day-to-day project operations, deliverables, and timelines.  
B. Stakeholder Coordination 
  • Liaise with District Health Office (DHO), Taluk Health Officers, and facility administrators. 
  • Coordinate with State Digital Health Cell and Program Management Units (PMU). 
  • Facilitate inter-departmental convergence (Health, Women & Child Development, IT, Rural Development & Panchayati Raj, etc.). 
  • Manage partnerships with technology providers and implementation agencies.  
C. Digital Health & Systems Enablement 
  • Support rollout and operationalisation of ABDM-aligned digital health systems. 
  • Ensure readiness of facilities for digital workflows (EHRs, referrals, teleconsultation, dashboards). 
  • Monitor adoption of digital platforms including ABHA, PHR apps, telemedicine, and online appointment systems. 
  • Identify and resolve operational and technical bottlenecks in digital integration.  
D. Care Coordination & Service Pathways 
  • Establish and operationalise DiNC-linked Care Coordination Centres. 
  • Strengthen referral systems, follow-up mechanisms, and patient navigation pathways. 
  • Improve service access across primary, secondary, and tertiary care levels. 
  • Enable proactive identification and management of high-risk and vulnerable populations.  
E. Capacity Building & Change Management 
  • Lead training, mentoring, and supportive supervision of healthcare providers and staff. 
  • Drive behavioural change for adoption of digital tools and coordinated care delivery. 
  • Facilitate Continuous Medical Education (CME) / Continuing Professional Development (CPD) initiatives. 
  • Build competencies in triage, care navigation, and patient engagement.  
F. Monitoring, Evaluation & Reporting 
  • Track key performance indicators (KPIs), service delivery metrics, and health outcomes. 
  • Use dashboards and data analytics for performance monitoring and decision-making. 
  • Conduct periodic review meetings with district and state stakeholders. 
  • Prepare technical reports, progress updates, and documentation for implementing agency and donors.  
G. Community & Citizen Engagement 
  • Strengthen community awareness on care navigation, preventive health, and digital health services. 
  • Support outreach efforts targeting vulnerable and underserved populations. 
  • Promote citizen-friendly access channels and grievance/feedback systems. 
 
Qualifications and Education Requirements
 
Qualification:
  • Master’s degree in public health / health administration / Hospital Management / Social Sciences / Development Studies or related field. 
  • Additional certification or training in Digital Health / Health Systems Management is desirable. 
Experience:
  • Minimum 8–10 years of relevant experience in public health programs or health systems strengthening. 
  • Demonstrated experience working with district or state health systems. 
  • Experience in digital health, telemedicine, or health informatics is preferred. 
  • Prior experience in Karnataka or similar health system contexts is desirable. 
Preferred Skills
  • Strong program and project management skills. 
  • Government stakeholder engagement and liaisoning. 
  • Sound understanding of public health systems and service delivery frameworks. 
  • Data-driven decision-making and performance monitoring. 
  • Training, facilitation, and capacity-building skills. 
  • Problem-solving mindset with adaptive leadership abilities. 
  • Proficiency in digital health platforms, dashboards, and MIS systems.
  • Mandatory: Fluency in Kannada (spoken and written).
  • Working knowledge of English is required; Hindi is an added advantage.
Deliverables
  • District DiNC implementation plan with periodic updates.
  • Functional Care Coordination Centres linked to DiNC.
  • Operational referral and teleconsultation pathways.
  • Monthly and quarterly performance reports.
  • Capacity building and training completion reports.
