The organisation is striving to improve quality of lives by facilitating the access of people from excluded communities to education, healthcare, child protection, to livelihoods and social protection services so as to create lasting impacts by building resilient communities. The organisation is currently working directly with nearly a million of people across six different program operation locations besides a central management and coordination office at Kolkata. As a part of its aspirations and growth, Sabuj Sangha is launching a four year long integrated initiative in the Mainpat Block of Surguja district in Chhattisgarh.
About the position:
Sabuj Sangha is launching a project on sustainable socio-economic development of distressed non-arrived tribal communities n the hills & forest-based areas of Mainpat block under Surguja district of Chhattisgarh through integrated livelihood, natural resource management, education and health interventions. Programme Manager (PM) would be in overall charge of the program implementation, monitoring and stakeholder management of the Holistic Rural Development Programme (HRDP) of Sabuj Sangha; will ensure quality delivery of the services to the best of satisfaction of the communities, its primary and secondary impact groups and the local government. PM will ensure accomplishment of all committed activities and achievement of results outcomes and implementation in alignment with the proposed action plan that has been approved by the donor.
The position will be responsible to create impacts on women & children, girls and young people by transforming their lives. The person needs to ensure delivery of Natural Resource Management, Education, Eco-tourism, Livelihoods and Health & Sanitation activities for and with the communities, Government, Care Givers and Service Providers in complete alignment to the Sabuj Sangha and the donor’s mandates and in compliance with the Government guidelines. The person will do regular monitoring and undertake structured review of the performances of the Project Staffs. The person will also join the colleagues under the project to represent Sabuj Sangha for strategic discussion and engagement with the Government and other important duty bearers.
This position will be responsible to lead the Project Implementation team and provide guidance with regard to tracking of project’s progress over a period of time and will prepare donor reports, timely updates as required by Sabu Sangha management and the donor. One of the key deliverables of this position will be to ensure timely accomplishment of planned activities and spending as per the projected budget & Cash Flow and for the purpose will work closely with the Project Accountant and the team lead.
PRIMARY RESPONSIBILITIES:
A. Planning and Budgeting:
a. Ensure extensive assessment of Facility and Capacity Assessment of NRM, Education, ICDS, and Health services in the target area/ villages.
b. Develop comprehensive assessment report and share with the Team Lead and Director – SS.
c. Ensure submission of Intervention Plans and budget/ cash-flow with the Team Lead and Director – SS.
d. To support the Director/ Secretary & the Team Lead in developing theme specific intervention and operational plan as outlined in the project.
e. To design the engagement and collaboration with the Government, with specific departments including the district administration as per the need of the project.
B. Project Management, Monitoring and Review:
a. End to end management of the Project and any specific assignment given by the management
b. To lead project planning, design & develop project metrics for all project villages/ block.
c. To provide strategic guidance to the Thematic Experts (NRM, Tourism) and the Cluster Coordinators to ensure timely and quality implementation of activities in the respective geographies.
d. To ensure adherence to the project implementation plans and the cash-flow
e. To conduct monthly and quarterly programme reviews to understand the progress against plan, carry forward back-logs and incorporate them in future planning and implementation.
f. To ensure adherence to Sabuj Sangha’s operating standards and protocols in terms of programme delivery, gender and diversity, and Safeguarding of Children & Young People.
g. To utilize project management tools, such as log frames and Gantt charts, to ensure all the milestones are tracked, documented and reported
h. To ensure the development of robust project quality monitoring and review framework and timely submission of implementation updates and donor reports.
C. Networking & Collaboration:
a. To represent Sabuj Sangha at the block, district and state level and in the project areas and ensure visibility of Sabuj Sangha through Govt. engagement and collaborative action plans.
b. To represent Sabuj Sangha to the civil society organisations, NGOs, donor/s etc., by sharing evidences and good practice from the project implementation
c. To utilize opportunities of joint initiatives and ventures with various government dept. in the district.
d. To develop campaign and awareness materials in consultation with the team, Government and ensure their dissemination among the right audience
D. Team Management
a. To address the skill development needs of the project team/ members and lead the capacity building initiatives to ensure delivery of quality programmes
b. To strengthen communication and coordination within the team and ensure team-work
c. Ensure good team dynamics, resolve internal issues or conflicts within the team as and when required
d. To conduct performance appraisal of the team members under the Direct Servicing Unit.
e. To create/ provide rights opportunities of capacity building of the team members by referring them to training programmes organised by the Government, by the donor or other CSOs.
E. Internal Coordination and Communication:
a. Keep the Director and Team Lead abreast about the important developments within the project. In the target areas or within the team.
b. Seek approval for travel, procurement and supplies from the Director as required by the project
c. Liaise with the “Chief Finance & Compliance Officer” with regard to the preparation of cash-flow, disbursement and payment to the vendors, suppliers and other service providers.
d. Participate in the Orgn. Monthly Review Meetings and ensure participation of the Director, Team Lead in the Project’s Quarterly Review Meetings
e. Prepare project updates as requested by the Donor and share it with the Team Lead & the Director - SS.
Essential Qualification and Experience:
Education: Master in Social Work or Social Sciences or in Business Administration with minimum 10 (ten years of experience of working in the Social/ Development Sector.
Skills and Competencies (work related):
• Experience in Project and budget management.
• Experience of working on holistic Rural Development, Natural Resource Management and Livelihoods
• Understanding on Government structures at different levels, their roles and responsibilities
• Experience in managing strategic engagements with Government, and other Allies.
• Fair understanding on National and State (Chhattisgarh) Govt. supported Welfare Schemes and programmes
• Proven ability to communicate strategic thinking and long-term programmatic visions
• Patience and ability to pursue agenda with duty bearers at different levels
