About GIZ India
Project Background
The Indo German Green Skills Programme has the objective to strengthen TVET in India in Green Jobs (Solar, Renewable Energies and Electro Mobility) especially for women.
The Programme supports Government of India’s schemes and programmes to overcome the gender disparity. The project cooperates with key stakeholders from central and state governments, civil society organisations and industries to build sustainable models for improving gender parity in green occupations and ensuring that women can fully participate and benefit from India's economic development. IGGSP is committed to take India’s skill agenda forward in vocational education focusing on the green occupations, gender equality and facilitation of the international migration of workforce at four locations such as, Karnataka, Maharashtra, Telangana and West Bengal. Furthermore, IGGSP supports the alignment of training programs in India with the needs of both Indian and German labour market, which is the focus of this Job announcement. In that framework 12 TVET programmes will be further developed in order to align with German and Indian TVET regulations and to facilitate recognition in both countries. Within that framework capacities of TVET institutions have to be further developed and Indo-German programmes have to be launched in selected Indian Training Institutions. Hence IGGSP supports mobility of skilled workforce.
Therefore, the programme cooperated closely with the GIZ global programme PAM. Global Programme “Partnerships for Development-oriented Vocational Training and Labour Migration (PAM)” implements development-oriented migration and mobility models for vocational training and employment in several partner countries, including India. By building partnerships among government, private sector and civil society, the programme creates added value for India as a country of origin of trainees and skilled workers interested in migration to Germany.
In addition, IGGSP supports the establishment of a Center of Excellence in the field of Renewable Energies. The centre will be set up in close coordination with the national and international private sector and will provide opportunities for international mobility.
Responsibilities
- Overall responsibility for the project component implementation in regarding to TVET programme development according to Indian/German/International standards and their implementation in selected Indian institutes and foremost Center of Excellence in Renewable Energies.
- Responsible for the technical–conceptual design and implementation of the project component, financial and administrative processing, accountable documentation and general knowledge management.
- Technical lead for the development and implementation of Indo-German TVET programs in India with mutual alignment or recognition as well as for supporting the establishment of a Indo-German center of excellence in renewable energies.
- Development of transnational partnerships and networks in the field of vocational education and training and labour migration and mobility.
- Close cooperation with partners in government-related institutions, the private sector, civil society incl. diaspora organisations and academia on labour and vocational training migration.
- Close collaboration with the GIZ Global Programme project PAM in India to jointly promote fair labour migration and pro-actively identifying and implementing joint strategies, approaches and activities.
Core Scope of Tasks
Coordination and management
- Plan and implement programme activities, incl. development of annual/quarterly operational plans and results frameworks.
- Provide strategic and conceptual support to team members for quality assurance of activities and achievement of outputs/outcomes.
- Plan, monitor and control the budget; ensure compliant procurement, contracting and financial administration; contribute to timely reporting.
- Oversee risk management, safeguarding and due-diligence processes relevant to programme implementation.
Communication, networking and cooperation
- Build and steward India–Germany partnerships and networks on TVET and labour migration across government, business, civil society and academia.
- Lead stakeholder dialogue and relationship management; set up and maintain structured cooperation formats
- Co-design and roll out Indo-German TVET programmes in line with standards in both countries; liaise with potential employers and intermediary institutions.
- Ensure mobility initiative under PAM align with labour market needs in Germany and the mobility initiatives of IGGSP programme.
- Ensure clear internal/external communication (briefs, updates, success stories) and represent the programme in relevant fora.
- Coordinate with related initiatives to leverage synergies, manage interfaces and align messaging.
Other duties/additional tasks, if any:
- Take part in regular exchange meetings with other PAM project managers, cross-programme meetings and official meetings with partners/country office.
Required Qualifications, Experience and Competencies
- Master’s degree in an area related to the programme’s objectives (e.g. vocational education, Engineering, social sciences, migration studies, economics, international relations, public policy).
- 10-12 years professional experience in a comparable position, with excellent project and budget management skills.
- Long experience in working with stakeholders from government, the private sector and civil society; experience facilitating public–private partnerships is an asset.
- Sound expertise in at least one of the following themes: labour migration; international recognition of professional qualifications, vocational education and training, public-private partnerships.
- Excellent, proactive professional communication, networking and interpersonal skills; strong diplomatic and negotiation/ counselling skills.
- Very good knowledge of English and Hindi. German is further plus.
- Excellent command of common IT applications (Microsoft 365/Teams); affinity for agile methods and digital collaboration tools, methodological skills.
- High learning agility, resilience, and a proactive, accountable working style; willingness to travel within India and occasionally to Germany.
- Empathy, team spirit, gender and intercultural competence.
