About TNP+ : Tamilnad Network of Positive People (TNP+) is a community-based organization working for People Living with HIV/AIDS (PLHAs) in Tamil Nadu and other parts of South India since 1995. TNP+ provides comprehensive care, support and treatment services through Community Care Centers, Drop-in Centers, counselling, referrals, and field outreach programs in collaboration with National AIDS Control Organization (NACO), Tamil Nadu State AIDS Control Society (TANSACS), Puducherry State AIDS Control Society (PACS), and Greater Chennai Corporation (GCC).
Since 2013, TNP+ had implemented the Vihaan Care Support Centre (CSC) Program as a Sub Recipient under India HIV/AIDS Alliance. The organization has supported multiple partner organizations across Tamil Nadu and Puducherry, providing technical assistance and community-based HIV care services. TNP+ continues to care, support and treatment services for nearly 1.6 lakh PLHAs across Tamil Nadu and Puducherry through its strong network of community partners and government collaborations.

At present, TNP+ is serving as a Sub Recipient for SAATHII, Principal Recipient under GFATM-GC7 implementing Care and Support Centre (CSC 2.0), Community System Strengthening (CSS) and Prison and other closed settings (P&OCS) programs across Tamil Nadu, Puducherry, Kerala, and the Andaman & Nicobar Islands, focusing on strengthening community-led HIV prevention, care, support and outreach services.

About the Projects:
HIV: The HIV project's overarching goal is to contribute to the national goal of ending AIDS by 2030. The project, guided by the National AIDS Control Organization (NACO), will expand the new model (CSC 2.0) of comprehensive continuum of care, from prevention to treatment which includes Care and Support Centers, Elimination of Vertical Transmission of HIV and Syphilis (EVTHS), HIV interventions among incarcerated populations and Community System Strengthening (CSS). TNP+ implementing the CSC2.0 project through SSR partners in sixteen CSC in Tamil Nadu (Madurai, Vellore, Dharmapuri, Namakkal, Sivagangai, Krishnagiri, Dindigul, Trichy, Chennai, Kanchipuram, Tiruvannamalai, Thanjavur, Theni, Tuticorin, Villupuram and Tirunelveli)

The position is for immediate employment

Position Summary: TNP+ is looking to recruit a Community System Strengthening Officer (CSSO), to oversee its programs across Tamil Nadu, Puducherry, Kerala and the Andaman & Nicobar Islands, with the position based in Chennai. The CSSO will be responsible for the overall implementation and management of the GFATM-supported project in these regions. Ideal candidates should possess strong experience in program implementation, along with technical expertise in HIV/AIDS, TB, STIs, and Viral Hepatitis, particularly in the context of working with people living with HIV (PLHIV) and people at risk.

Job Duties and Responsibilities

The CSS Officer will serve as the overall responsible person for planning, implementation and oversight of CSS activities in their state

1. Support the State AIDS Control Society (SACS) in ensuring meaningful community participation in the delivery of CSS activities in the state
2. Facilitate selection and training of Community Champions (CCs): Support SACS and DISHA for the selection of Community Champions; coordinate with SACS and DISHA to ensure timely completion of the training of the Community Champions, and prepare the training reports.,
3. Coordinate formation and strengthening of Community Resource Groups
• Support SACS and DISHA in the formation and/or reconstitution of District Community Resource Groups (D-CRG) and State Community Resource Groups (S-CRG)
• Ensure regular functioning and periodic meetings of the D-CRGs and S-CRGS
• Ensure community representation, documentation of proceedings, and follow-up on action points
4. Roll out of Community-Led Monitoring (CLM):
• Support SACS and DISHA in orientation of stakeholders on the CLM tool
• Coordinate with DISHA/DAPCU towards preparing the micro-plans for CLM, facilitate co-creation workshops, and ensure timely report preparation and submission of the co-creation workshops
• Review CLM visit reports and validate the same
5. Strengthen State Level Networks (SLNs):
• Facilitate formation and strengthening of SLNs of Key Populations and PLHIV
• Support SLN board formation, registration, and capacity-building activities
• Assist SLNs in resource mobilization, networking, and advocating for equitable access to quality services for all community members
6. Liaise with SACS, DISHA/DAPCU, SR, and PR teams to ensure smooth coordination, timely reporting, and adherence to project guidelines.
7. Promote community leadership and advocacy to reduce stigma and enhance access to HIV services through structured mechanisms of engagement

Qualifications, Experience and Skill-set:

1. Postgraduate degree in Public Health, Social Work, Sociology, Psychology, Management, or any other relevant postgraduate degree from a recognized university, along with a bachelor's degree. The candidate should have 5–6 years of relevant work experience in the health and development sector.
2. Understanding of the national HIV program is essential
3. Experience of working on HIV projects with in-depth technical knowledge of HIV prevention, care, support, and treatment services
4. Proven ability at managing state level complex projects with tight deadlines and ambitious targets
5. Ability to manage multiple partners, and engage with stakeholders from various sectors of government, civil society, and communities at national to sub-district levels
6. Proven track record of being a successful mentor to individuals, teams, and organizations
7. Demonstrated experience in conducting and managing training for healthcare providers.
8. Proven experience preparing budgets, and expenditure analysis
9. Sound computer skills, including use of the Internet, MS Office™ software, and data analytics
10. Proven ability to develop high-level technical reports and ensure timely submission to donors and stakeholders
11. Excellent oral and written communication in English and the regional language is preferred
12. Ability to work independently and as a team player in a complex multicultural environment
13. Willingness to be based in the location they are applying for and work from office, and travel extensively to project implementation states (12-15 days/month), and willingness to work beyond standard hours and / or on holidays based on project requirements.

Note: First preference will be given to People Living with HIV (PLHIV), transgender persons, and women living with HIV (WLHIV), provided they meet the required qualifications and eligibility criteria.

Remuneration: The salary offered for the position is Rs 45,000/- commensurate to last drawn CTC, experience, and relevant skills and knowledge.
