Terms of Reference Consultancy Services For IMPACT ASSESSMENT OF STEAM LABs (Data Entry, Data Analysis & Report Writing) Under STEAM LABS for Govt. Schools
1. Introduction of Bal Raksha Bharat (Also known as Save the Children):
Bal Raksha Bharat (also known as Save the Children) is India’s leading independent child rights’ organisation, which works in 19 states and 3 Union Territories of the country. Beginning its journey in 2008 in India, and registered as ‘Bal Raksha Bharat’, we have changed the lives of more than 12.4 million (1.2 crore) children till March 2022. Interested agencies/consultants should submit the following documents as part of their application:
a. Technical Proposal
The technical proposal should include:
• Organizational profile and capability statement.
• Relevant experience in conducting similar impact assessments, research studies, or evaluations, including details of assignments completed, duration, and clients.
• List of similar assignments undertaken, along with sample reports or publications (where available).
• Proposed methodology and work plan for the assignment.
• Details of the project team, including roles and responsibilities.
• Curriculum Vitae (CVs) of the key personnel who will be involved in the assignment.
b. Financial Proposal
The financial proposal should clearly indicate the total cost for completing the assignment, along with a detailed head-wise budget breakup. The proposal should include all applicable costs, such as professional fees, travel, field expenses, data analysis, report writing, taxes, and any other associated costs required to successfully complete the assignment.
2. Selection Criteria:
• Single bid containing both Technical and Financial proposal
• 70% score will be on technical proposal and 30% score will be on financial proposal
Only short-listed agency/ consultant will receive an acknowledgment and will be called for personal interactions. Consultants who do not hear from us within 5 days may assume that their application has not been successful. Unfortunately, due to the volume of applications that we receive, we are not able to provide feedback to the applicants who are not shortlisted.
3. Proposal Submission Protocol:
The proposals should be sent through email. The Application comprising of technical and financial proposal in PDF format only should be addressed to
s.fazal@balrakshabharat.org via e-mail by July 30th, 2026. The subject line of the e-mail should read: “Consultancy Services for IMPACT ASSESSMENT OF STEAM LABs at Karnataka”.
