The Global Alliance for Viksit Bharat (GAVB) is a landmark social development initiative designed to uplift 200 million Indians living in multidimensional poverty. With a transformative investment, GAVB concentrates efforts on five priority states—Jharkhand, Assam, Chhattisgarh, Odisha, and Bihar (JACOB states)—which are disproportionately impacted by acute poverty.
Health and Education account for 67% of the Multi-dimensional Poverty Index (MDPI). GAVB works closely with state governments to strengthen public health systems, improve service delivery, and enhance community wellbeing. GAVB's approach leverages Digitization, Decentralization, Leadership & Institutions, and Inclusion to enhance health service delivery. Job Summary:
The Senior Program Manager – Governance & Data Systems supports the Program Director in operationalizing governance reforms and data system improvements across state, district and facility levels in the assigned GAVB state. This role bridges the gap between strategic direction and ground-level execution—ensuring that governance strengthening interventions and health information system improvements are translated into concrete, measurable changes within government health structures.
The Senior Program Manager will drive district-level engagement through district teams for improvements in review mechanisms, data quality and decision-making systems. The role carries direct responsibility for facilitating data platform roll-outs, conducting governance assessments and building the capacity of government functionaries on data use and accountability systems.
This role demands a strong blend of health systems thinking, data proficiency, government engagement skills and program management rigour. The Senior Program Manager works under the guidance of the Program Director and in close coordination with GAVB's state technical teams and government partners.
Key Responsibilities:
Governance Strengthening – Field Operationalisation
- Translate state-level governance reform strategies into actionable district and block-level implementation plans, with clear milestones and accountability frameworks.
- Support the revitalization of governance platforms—District Health Societies (DHS), Village Health, Sanitation and Nutrition Committees (VHSNCs), Jan Arogya Sabhas (JAS) and Rogi Kalyan Samitis (RKS)—through participatory norms, pre-scheduled review calendars and structured follow-up protocols.
- Facilitate district-level governance reviews and leadership forums, ensuring timely follow-up on action items and decisions.
- Support the operationalisation of grievance redressal and citizen feedback mechanisms at state and district levels.
- Conduct structured assessments of the functioning and participation levels of distributed governance platforms and prepare diagnostic reports for state-level action.
Health Information & Data Systems
- Conduct structured state and district-level assessments to identify data bottlenecks and reporting gaps across HMIS, ICDS-MIS, Nikshay, FPLMIS, RCH and other national health data portals.
- Co-design and implement corrective actions at frontline, supervisory and program review levels in collaboration with government data officers and MIS teams.
- Support the deployment and adoption of digital health solutions—Electronic Health Records (EHRs), mobile health tools and telemedicine platforms.
- Develop and test simplified, user-centered digital tools for Frontline Health Workers (FLWs), reducing reporting redundancy and improving decision-making utility.
- Support in developing state and district-level dashboards for RMNCH and communicable disease indicators.
Capacity Building & Data Use Culture
- Design and facilitate training programs for program officials and program managers on data validation, analysis and visualization.
- Build the data use capacity of state and district health teams, enabling evidence-based decision-making in program reviews and resource allocation.
- Support state capacity building on data audits, real-time validation and tribal health data disaggregation.
Team Management & Program Coordination
- Support district-level GAVB field teams, providing regular supervision, mentoring and performance management support.
- Define district-level program goals, design operational plans and track milestones against agreed targets.
Documentation, Communication & Learning
- Document program achievements, implementation learnings and governance reform outcomes through concept notes, presentations, reports and case studies.
- Prepare and manage documentation related to program implementation, including approvals, letters and government correspondences.
- Consolidate on-ground learnings and knowledge from external partners to support the team's internal capacity and knowledge management.
Essential Qualification & Experience:
- MBA/ Masters in Social Work/Public Health/Rural Management/ Hospital Management/ PGDM from Tier-1 institutions (IIMs/ IITs/ MDI etc.)
- 8+ years of experience in public health systems strengthening, preferably within government or largescale development programs.
- Demonstrated experience working with Health Department and State Health Society on governance reforms, program implementation and institutional strengthening.
- Exposure to policy adaptation and program design, especially contextualizing national guidelines to state realities.
- Strong experience working with national health data platforms such as HMIS, RCH, Nikshay, DVDMS, ICDS-MIS and FPLMIS.
- Familiarity with Ayushman Bharat Digital missions, digital health solutions, EHRs, mHealth tools and telemedicine platforms.
- Established track record in successfully engaging with senior leadership in Health Department.
- Proven experience in managing teams, including performance oversight and capacity-building.
Essential Skills:
- Familiarity with government health policies and programs in India.
- Demonstrated ability to mobilize Government systems to strengthen national programs.
- Excellent negotiation skills.
- Ability to work in low-resource settings and travel frequently to field locations.
- Proficiency in Hindi and English; knowledge of regional languages is a plus.
- Collaboration with multiple internal/external stakeholders (individual and teams)
- Experience working in dynamic work environments with substantive dose of ambiguity
- Basic level quantitative and qualitative analytical skills
