The Global Alliance for Viksit Bharat (GAVB) is a landmark social development initiative designed to uplift 200 million Indians living in multidimensional poverty. With a transformative investment, GAVB concentrates efforts on five priority states—Jharkhand, Assam, Chhattisgarh, Odisha, and Bihar (JACOB states)—which are disproportionately impacted by acute poverty. 
 
Health and Education account for 67% of the Multi-dimensional Poverty Index (MDPI). GAVB works closely with state governments to strengthen public health systems, improve service delivery, and enhance community wellbeing. GAVB's approach leverages Digitization, Decentralization, Leadership & Institutions, and Inclusion to enhance health service delivery. Job Summary:
The Senior Program Manager – Communicable Diseases supports the Program Director in operationalizing TB and Malaria elimination interventions across the assigned GAVB state. This role sits at the critical interface between strategic direction and field execution—translating state-level strategy into district and block-level action, ensuring programme fidelity, data quality and system-level integration.
 
The Senior Program Manager drives district government engagement with District Malaria Officers, District TB Officers, and NTEP/NCVBDC district teams, ensuring that GAVB-supported interventions are embedded within government systems and protocols. The role carries direct responsibility for guiding district program teams, consolidating surveillance data, leading technical reviews and troubleshooting implementation gaps.
 
This role demands strong technical depth in TB and Malaria elimination, field orientation, data-driven problem-solving and the ability to manage complex multi-district operations with rigour and accountability. The Senior Program Manager works under the guidance of the Program Director and in close coordination with district teams and GAVB's state support functions.
 
Key Responsibilities:
 
Program Operationalisation & Field Execution
  • Translate state-level TB and Malaria elimination strategies into actionable district and block-level implementation plans with clear timelines, targets and responsibilities.
  • Ensure that GAVB-supported interventions—case detection drives, treatment adherence support, vector control campaigns and active case surveillance—are executed on schedule and with quality.
  • Conduct regular field visits across districts to assess programme implementation, identify systemic gaps and support government health functionaries in course correction.
  • Support peak season preparedness planning for malaria and ensure operational readiness at PHC and community levels.
Government Engagement & Technical Support
  • Serve as the GAVB interface with State Malaria Officer, State TB Officer and NTEP/NCVBDC district program staff.
  • Provide technical assistance to health teams on case management protocols, drug supply, diagnostic pathways and surveillance frameworks.
  • Facilitate district-level review meetings, technical workshops and capacity-building sessions to strengthen government program management.
  • Support government teams in preparing district-level plans, MIS reports and submissions to state program officers.
Surveillance, Data Systems & Quality Assurance
  • Strengthen district-level surveillance for TB and Malaria, ensuring completeness, accuracy and timeliness of data in Nikshay, DVDMS and HMIS platforms.
  • Analyse epidemiological trends at state and district levels, prepare data summaries and translate insights into programmatic actions.
  • Conduct data quality assessments, facilitate data validation exercises and address reporting bottlenecks in collaboration with government data officers.
  • Ensure strict adherence to national protocols for case detection, notification, treatment and outcome recording across all supported districts.
Team Management & Capacity Building
  • Build the technical capacity of district teams and government health functionaries through structured training, on-the-job coaching and supportive supervision.
  • Foster a culture of accountability, data use and continuous improvement within the team.
  • Coordinate across team members to ensure coherent program delivery and efficient resource utilization.
Supply Chain & Logistics Support
  • Monitor drug and diagnostics availability at various levels, identifying stock-out risks and facilitating timely resolution with government supply chain teams.
  • Support supply chain strengthening by working with DTOs and DMOs on quantification, indenting and logistics management.
  • Flag critical supply chain issues to the Program Director and GAVB state support functions for escalation.
Documentation, Communication & Learning
  • Prepare high-quality program reports, case studies and district performance reports for internal and government use.
  • Document programmatic learnings, successful innovations and implementation challenges to contribute to GAVB's knowledge repository.
  • Support the Program Director in preparing state-level presentations, advocacy materials and donor reports.
 
Qualification & Experience:
 
Essential
  • Education: Master’s in any discipline (e.g. Public Health, Life Sciences, Social Work, or Business Administration) with a strong public health orientation.
  • Experience: 8 + years in public health programme management.
  • Government Engagement: Proven ability to influence state health officals and secure senior government commitment.
  • Leadership: Demonstrated success in managing large, multi-disciplinary teams across geographies.
  • Programme Design: Strong track record of designing and scaling complex interventions in high-burden settings.
Preferred
  • Experience working in tribal/remote areas and with vulnerable populations.
  • Deep knowledge of TB/Malaria elimination programme guidelines and strategies.
  • Familiarity with NTEP, NCVBDC, and NHM systems and operations.
  • Strong local grounding (“sons/daughters of the soil”) with knowledge of state health systems and socio-political contexts.
