Organisational Profile
Founded in 2000, CREA is an international feminist human rights organisation based in New Delhi, India. It is one of the few feminist human rights organisations based in the global South, led by Southern feminists, working at community, national, regional, and international levels. Together with partners from a diverse range of human rights movements and networks, CREA's work focuses on building feminist leadership, strengthening movements, expanding sexual and reproductive freedoms, promoting rights-based approaches to reducing gender-based violence (GBV), and advancing the human rights of structurally excluded people.

About the Role
CREA is seeking an experienced Consultant to lead its fundraising and resource mobilisation efforts -supporting the resource development strategy, donor relationship management, proposal and grant development, and grant/consortium management, in line with CREA's feminist and human rights mandate.

Key Responsibilities

The responsibilities of the Consultant will include the following:
I. Resource Development Strategy
• Support CREA's leadership with implementation of the resource development strategy for organisational sustainability from a diverse donor pool.
• Research prospective donors as per the organisation's table of needs and follow up as required.
• Lead the development of proposals, concept notes, expressions of interest, and grant applications, including theory of change and case studies.
• Manage the proposal submission process, working with programme and finance teams to compile information and draft budgets.
• Identify, research, and cultivate relationships with institutional donors, foundations, bilateral/multilateral agencies, and individual philanthropists.
• Maintain a pipeline of funding opportunities and track trends in the feminist, human rights, and development funding landscape in India and globally.
• Manage donor-specific information and resource material, and undertake strategic donor-focused dissemination as required.

II. Donor Relations and Stewardship
• Serve as the primary relationship manager for a portfolio of existing and prospective funders.
• Manage donor reports and annexures, ensuring timely and high-quality narrative and financial reporting in coordination with programme and finance teams.
• Support donor meetings and visits; address donor queries professionally and promptly.
• Support the negotiation of grant agreements in coordination with senior leadership and the finance team.
• Prepare, update, and circulate a donor reporting schedule and calendar with relevant staff.
• Write and disseminate a donor newsletter; coordinate dissemination of CREA publications to donors.
• Assist in developing fundraising campaigns and donor communications.
• Coordinate with the Communications team to build a database of photographs, quotes, and stories of change for donor messaging.

III. Grant and Consortium Management
• Keep the donor database up to date with assistance from CREA's Executive Director and program team.
• Support ongoing grants management, including partnership coordination, program impact reporting to donors, and support for site visits to partners.
• Set up systems and processes to regularly monitor progress made by consortium partners.
• Support meeting other donor requirements for programmes, including MEL requirements.
• Support the development of case studies and stories of change for various programmes in collaboration with the Communications team.

IV. Representation and Internal Coordination
• Represent and present CREA's work at meetings, forums, and conferences at the national, regional, and global levels.
• Coordinate regularly with CREA's programme, finance, MEL, and communications teams.
• Provide guidance to programme and communications teams for sharing relevant material at donor meetings.
• Travel to meet with partners, as required and subject to CREA's approval.

Deliverables
Resource Development Strategy
• An updated resource development / fundraising strategy and donor pipeline, aligned with CREA's table of needs and programmatic priorities.
• Ensure high-quality proposals, concept notes, and/or expressions of interest submitted to institutional donors, foundations, or bilateral/multilateral agencies, with supporting theory of change, budgets, and case studies.
• A mapped list of prospective donors researched and followed up against CREA's table of needs.
Donor Relations and Stewardship
• Timely, high-quality narrative and financial donor reports and annexures submitted for CREA's active grants, in coordination with programme and finance teams.
• An updated donor reporting schedule and calendar shared with relevant staff.
• At least one donor newsletter drafted and disseminated, along with coordinated dissemination of relevant CREA publications to donors.
• Support provided for donor meetings, visits, and communications, including inputs to fundraising campaigns.

Grant and Consortium Management
• An updated donor database reflecting current funder and prospect information.
• A status report on ongoing grants and consortium partner progress, including any site visit support provided.
• Documentation confirming MEL and other donor requirements have been tracked and met for relevant programmes.
• Case studies/stories of change developed for relevant programmes, in collaboration with the Communications team.

Representation and Internal Coordination
• A brief summary of CREA's representation at external meetings, forums, or conferences attended during the contract period.
• Evidence of regular coordination with CREA's programme, finance, MEL, and communications teams.

Qualifications, Experience and Competencies
• Advanced degree in social sciences, development studies, business administration, or a related field; equivalent professional experience will also be considered.
• Significant prior experience of 10 plus years in resource mobilisation, fundraising, or grants management, preferably within the feminist, human rights, or development sector.
• Demonstrated track record of securing funding from institutional donors, foundations, and bilateral/multilateral agencies.
• Strong proposal and report writing skills, including experience developing theories of change, budgets, and case studies.
• Excellent relationship management skills, with experience stewarding donor portfolios and managing grant/consortium requirements.
• Strong understanding of the feminist and human rights funding landscape in India and globally.
• Excellent written and verbal communication skills in English.
• Ability to work independently, manage multiple priorities, and coordinate effectively with programme, finance, MEL, and communications teams.
• Willingness to travel, as required and subject to CREA's approval.

Consultant Fees and Payment Terms
Kindly share your expected consultancy fees for 12 days a month to work on the TOR mentioned above (in INR, inclusive of all applicable taxes) this will be reviewed by CREA as part of the selection process. Consultant fees will be paid monthly, at the end of each month, upon submission of a detailed timesheet and invoice. Travel & accommodation if done any beyond work location will be covered by CREA.
