Mobile Creches (MC), a pioneer NGO, has been operational since 1969, providing childcare and health services to more than 15,000 children every year in the National Capital Region, through workplace and communitybased crèches and daycare centres.
MC pioneered the cause of Early Childhood Care and Development (ECCD) and focuses on young children under six years in urban slums and children of migrant workers at construction sites. MC's multi-pronged approach providing childcare services to young children at worksites, urban informal settlements, rural and tribal communities, working with parents and communities to amplify the ECCD agenda, enhancing linkages with government ECCD services, training the ECCD workforce, influencing government policies, promoting research in the field of ECCD addresses both the short- and long-term needs of children. It is officially recognized as the National Creche agency by the government and is on the path of accelerating ECCD services for the children of marginalized communities by scaling up in partnership with the government and other players in civil society.

POSITION OVERVIEW
Position :District Supervisor
Location: Vijayawada, Guntur, Vishakhapatnam
Reports To : Thematic Lead — CCS Partnerships, Mobile Creches National Office

Mobile Creches is partnering with the Mission for Elimination of Poverty in Municipal Areas (MEPMA), Government of
Andhra Pradesh, to operationalise 15 standalone urban crèches across Vijayawada, Visakhapatnam, and Guntur. The State Manager will serve as Mobile Creches' senior field representative in Andhra Pradesh, responsible for end-to-end programme execution, government partnership management, quality oversight, and building institutional capacity within MEPMA for long-term state ownership of the crèche model.
KEY RESPONSIBILITIES
A. Site Readiness and Centre Setup
• Support the State Manager in conducting Space Audits and Need Assessments for crèche sites.
• Coordinate with MEPMA district staff for identification and confirmation of crèche locations meeting programme specifications.
• Oversee one-time centre setup: furniture, sleeping mats, play materials, kitchen equipment, hygiene supplies, and safety fittings at each site.
• Ensure all centres are ready for operations physically safe, child-friendly, equipped, and staffed.
B. Caregiver Recruitment and Training Support
• Coordinate with MEPMA's SHG network to identify eligible candidates for crèche worker (Caretaker) and helper positions.
• Support the State Manager and Master Trainers in logistics planning and delivery of the 8-day Pre-Service Training for all crèche staff in the district.
• Co-facilitate In-Service Training cycles at the district level across the programme duration, with on-site handholding between cycles.
• Provide regular mentoring and supportive supervision to crèche workers, identifying skill gaps and escalating training needs to the State Manager.
C. Daily Operations and Quality Assurance
• Visit all crèche sites on a structured rotation, ensuring minimum one quality visit per centre per fortnight.
• Monitor daily service delivery against programme standards: attendance, nutrition, health protocols, ageappropriate stimulation, hygiene, and caregiver responsiveness.
• Use Mobile Creches' crèche quality checklist to score each centre quarterly, document findings, and support workers in implementing corrective actions.
• Verify crèche attendance registers, growth monitoring records, and meal logs are maintained accurately and on schedule.
D. Convergence and Health Linkages
• Coordinate with PHCs, ICDS Supervisors, RBSK teams, and NRCs to activate and maintain all programme service linkages at the crèche level.
• Facilitate monthly doctor/health worker visits to each crèche centre; maintain records of immunisation updates, referrals, and follow-ups.
• Coordinate with ICDS Supervisors for nutritional guidance to inform meal menus; report SAM/MAM cases identified through monthly growth monitoring to NRCs without delay.
E. Community Engagement and Parent Mobilisation
• Facilitate monthly parent meetings at each crèche centre, ensuring high attendance through coordination with the SHG network.
• Support the formation and functioning of Crèche Monitoring Committees at each centre to enable communitylevel accountability.
• Conduct regular community sensitisation on early childhood development, nutrition, responsive caregiving, and child protection in the programme wards.
• Address parent concerns and grievances promptly; escalate systemic issues to the State Manager for resolution.
F. Data Management and Reporting
• Collect, verify, and compile monthly programme data from all crèche centres in the district: enrolment, attendance, nutrition, growth monitoring, health linkages, and training records.
• Enter data into the programme MIS and ensure timely, accurate monthly reporting to the State Manager.
• Maintain complete documentation for each crèche site: beneficiary records, caregiver files, asset registers, expenditure records, and meeting minutes.
• Support the State Manager in preparing quarterly district-level progress summaries and in the midline and endline assessments.
G. Financial Support and Operational Coordination
• Track operational expenditure at the district level — nutrition costs, hygiene supplies, community engagement activities, and rent payments — against approved budgets.
QUALIFICATIONS AND EXPERIENCE
Education : Graduate or Post-Graduate degree in Social Work, Public Health, Education, Development Studies, or equivalent
Experience : Minimum 2–3 years in the development sector, preferably in communitybased programme implementation
Field Experience: Direct experience working in urban slums or informal settlements; comfort with community-level field work
Language : Fluency in Telugu (spoken and written) is mandatory; working knowledge of English required
MS Office / MIS : Proficiency in MS Excel and Word; ability to maintain MIS records and prepare basic reports
Travel :Willingness to travel regularly within district across crèche sites and community areas
Safeguarding : Commitment to child safeguarding norms and organisational safeguarding policy
