This document translates the approved project team structure for the Common Threads: Panipat Collective Impact Initiative into detailed, role-specific job descriptions. Each role includes its reporting line, purpose, categorised responsibilities, year-wise deliverables, key coordination linkages, and a dedicated Key Performance Indicator (KPI) table with time-bound, measurable targets drawn directly from the project's Sub-goals 1-3 and its 19 project-level KPIs, apportioned across the team where relevant.
 
Total sanctioned team: 23 positions across 8 roles (1 Project Director, 1 Project Head, 1 MIS & Communication manager/consultant 1 Accounts/Admin/Procurement manager, 2 Cluster Coordinators, 7 Community Development facilitators 9 Bridge Remedial Facilitators), hired in a staggered manner as centres are established, with 1 month allocated for advertising, interviewing, shortlisting and onboarding
 
Each role's KPI table includes a year-wise milestone column so that annual appraisal targets can be set consistently across the 3-year project period (July 2026-June 2029), and every role explicitly carries responsibility for child safeguarding, gender equity and anti-corruption compliance as detailed in the project's Risk and Mitigation Matrix.
 

Community Development facilitators
 
Positions: 7    |    Reports To: Cluster Coordinator    |    Location: Field-based, each covering 2-3 of the 20 project locations    |    Experience: 3+ years, undergraduate in a relevant field 

Purpose of the Role
 
To be the primary community-facing role identifying vulnerable and working children, driving school/Anganwadi enrolment, and building the trust of parents, workers and local institutions needed to sustain change beyond the life of the project. 

Key Responsibilities
 
Child Identification & Enrolment
  • Conduct door-to-door visits and social mapping surveys in factory-adjacent settlements to identify out-of-school and working children.
  • Facilitate school and Anganwadi admissions, including supporting families with documentation and working with schools to relax Transfer Certificate requirements for migrant children.
  • Organise and support annual back-to-school drives (street plays, video shows) in coordination with Education and WCD departments.
  • Maintain an up-to-date list of vulnerable/at-risk children in assigned locations for proactive follow-up.
Case Management & Referral
  • Maintain community-level attendance/dropout registers coordinated with schools and Anganwadis.
  • Identify children in need of care/protection and refer them to CCIs with CWC support, following up until resolution.
  • Track re-entry and retention of previously out-of-school children to prevent repeat dropout.
Community & Family Engagement
  • Build and sustain rapport with parents, community members, Anganwadi workers, school teachers, SDMC/BVS members, ASHA workers and local government stakeholders.
  • Organise and facilitate parent groups, Lead Parent groups and worker-parent collectives; mobilise participants for trainings and community events. (align with synergy partners)
  • Support formation and mentoring of Child Rights Clubs and identification of adolescent 'Child Champions' in assigned locations.
  • Sensitise families on entitlement schemes, risks of child marriage/child labour, and the importance of girls' education. (align with synergy partners)
