ABOUT THE ROLE
The India Health and Climate Resilience Fellowship (IHCRF) Programme supports healthcare and public-system actors to identify, frame, prototype, test, and support adoption of human-centred solutions to climate-health and primary healthcare challenges.
IHCRF operates through a structured delivery architecture spanning Discover, Define, Develop, and Deliver phases, with explicit requirements for evidence synthesis, equity integration, stakeholder validation, design criteria, prototyping, readiness assessment, government co-ownership, and implementation learning.
IHCRF works to strengthen health systems, partnerships, and implementation pathways so that evidence-informed solutions can move from design to adoption in real district settings. Its work requires strong district engagement, careful coordination with public systems, disciplined follow-through, and the ability to convert field realities into actionable programme decisions.
The Data Analyst is the custodian of IHCRF’s data architecture and of the traceability of its analytic evidence base. The role builds and operates the offline-first field capture and sync architecture, ingests and reconciles routine government data (DHIS-2, HMIS, NCD registers), executes the programme’s secondary, survey, equity, quantitative, and economic analyses, and operates the district performance dashboard on which the adaptive review cadence depends — across Strategic Foundations, the Discover / Define / Develop / Deliver phases, Closeout, and the Design-as-a-Service portfolio, under the leadership of the Lead – Program Manager & Operations and in continuous peer coordination with the M&E Associate.
The role exists so that every claim the programme makes — to district health administrations, to the Independent Ethics Committee, to donors, and in its own decisions to advance, revise, defer, or retire a solution — can be traced to a defined, quality-checked, version-controlled dataset with its limitations stated.
KEY RESPONSIBILITIES
The following responsibilities are indicative and not exhaustive. Given the adaptive and emergent nature of the programme, the role holder is expected to remain flexible and responsive to evolving organisational and programmatic priorities.
Primary Duties and Deliverables would include:
Data architecture and offline-first field capture
Configure and operate the offline-first data capture architecture — mobile forms with local store-and-sync, conflict handling, low-connectivity simulation testing, and a documented paper-form fallback with weekly digitisation, kept rehearsed rather than notional. Configure the data layer of the KM tooling stack, including FCRA-compliant hosting for personal data and version control. Deploy mobile surveys: approved instrument loaded to Kobo or ODK etc, skip logic tested offline, named enumerator accounts, sync workflow and paper fallback confirmed before mobilisation. Operate the routine district-to-Bengaluru data flow: weekly mobile summaries, monthly facility-level extracts, monthly DHIS-2 reconciliation, same-week troubleshooting of connectivity gaps.
Source-evidence freeze and data-quality control
Own the source-evidence freeze across Discover, Define, Develop, Deliver, and Closeout — the largest single block of this role’s accountability: confirm dataset and document completeness, record quality exceptions rather than silently correcting them, and fix the version-controlled location before analysis or external presentation. Clean and reconcile field data on a rolling basis and flag missing, implausible, or duplicate records for named follow-up. Apply analytic coding and triangulation: agreed framework, documented disconfirming evidence, triangulation across method, district, and equity strata, intercoder reliability at a 10% sample, versioned codebook. Manage transcription and translation vendors under NDA with FCRA-compliant payment routing, and maintain the evidence repository under version control and access tiering.
Secondary, equity, and evaluation analysis
Deliver the district feasibility scan (WBS 1.3.2); three-year HMIS and DHIS-2 trend analysis per district with case definitions reconciled and documented (2.7.1); district demographic, socioeconomic, and health-outcome profiles from NFHS-5, SECC, Census, and the District Statistical Abstract, and the baseline equity diagnostic with the M&E Associate — stratified by caste (SC, ST, OBC, General), tribal status, gender, disability, wealth quintile, and remoteness; NHM PIP, HWC and PMJAY coverage mapping and 10–20 year IMD climate-vulnerability mapping; and the integrated secondary data report and cross-district synthesis. Deliver disaggregated survey analysis, coverage and reach estimates per design challenge, baseline activation at launch, the routine-data component of the mid-implementation evaluation, the quantitative impact evaluation, and the economic evaluation — costing, cost-effectiveness or cost-utility, sensitivity analysis.
Dashboards, decision support, and statutory reporting inputs
Operate the district performance dashboard on a monthly refresh with correctly tiered access — full detail to the programme team, summary to government counterparts, anonymised public-facing version. Keep dashboard refresh and data flows aligned to the codified weekly, monthly, quarterly, and annual review cadence so that review forums open with current, reconciled data. Produce the quarterly DaaS dashboard covering engagements, district spread, load, cost, risks, and learning actions. Freeze and quality-assure the source evidence
underpinning the donor reporting cycle, the final FCRA annual return (FC-4), final Income Tax filings, NGO Darpan and CSR-1 maintenance, the final statutory audit, and the advisory and donor closeout review.
Data protection, research ethics, and data-lifecycle custody
Author the Data Protection Protocol under the Lead – Innovation & Design, aligned to the DPDP Act 2023 and explicitly covering minor data handling, consent management, purpose limitation, data minimisation, and breach response. Reconcile signed, offline, and audio consent logs against the data capture register so that no record is analysed without an evidenced consent basis. Run data minimisation reviews before collection, maintain the engagement ethics clearance tracker and hold field mobilisation where ethics status is not green. Execute closeout archival and destruction per the IEC approval and the Data Protection Protocol: archive de-identified data for the specified retention period, destroy identifiable data per the destruction SOP, document chain of custody.
Digital prototyping support
Build digital prototypes that are mobile-first, offline-capable, and low-bandwidth, taking ASHA and ANM device contexts — low-end Android handsets, intermittent connectivity, shared devices
— as the design baseline rather than as an edge case. Supply the technical analysis for negotiating integration of digital or facility-anchored prototypes into the Ayushman Bharat Digital Mission architecture or Health and Wellness Centre operational guidelines.
Design-as-a-Service analytics on rotation
Support DaaS engagements in non-Fellow districts within the rolling DaaS load plan: data scoping, minimisation review, compliance tracking, and engagement analytics. Apply and maintain the cross-engagement learning tag taxonomy — problem type, user segment, system level, district context, prototype pattern, equity issue — so that learning is retrievable across the portfolio.
ESSENTIAL QUALIFICATIONS AND REQUIREMENTS
Qualifications & Experience
- Bachelor’s or Master’s degree, or equivalent demonstrated experience, in statistics, biostatistics, epidemiology, public health, demography, economics, data science, computer science, or a related quantitative discipline; the ‘equivalent demonstrated experience’ allowance applies in full.
- Demonstrated track record of analysing Indian public health or administrative data — HMIS, DHIS-2,
- NFHS, SECC, Census, or programme and disease registers — including reconciliation across differing case definitions and documented handling of known data-quality defects.
- Demonstrated working knowledge of India’s data-protection obligations under the DPDP Act 2023 —
- consent, purpose limitation, minimisation, retention, and destruction — applied in a live data-handling context, together with familiarity with research-ethics requirements under an IEC-approved protocol.
- Strong written and verbal communication skills in English; working proficiency in one or more languages
- relevant to the programme geography is an advantage.
- Has built or operated a data capture system in a low-connectivity field setting — offline-first forms, store-and-sync, conflict resolution, paper fallback — and not only analysed data that others collected.
- Has worked with routine or administrative data as a primary source, not only with purpose-collected survey or research datasets.
- Has built and maintained a dashboard or reporting layer that was used to make decisions, including designing role-based or tiered access and an anonymised external view.
- Has produced an equity-disaggregated analysis and handled small-sample, suppression, and re-identification risk in doing so.
- Has held a finding back, or qualified it, because the evidence would not support it — and can describe what happened next.

- Data architecture and pipeline discipline: Designs capture, ingestion, reconciliation, and storage that survive intermittent connectivity, changing instruments, and staff turnover; documents them well enough for someone else to run them

- creates legal, ethical, or re-identification exposure, and raises it before collection rather than after publication.
- Working across a matrix without authority: Holds accountability on work packages where the substantive input comes from peers and Leads who do not report to this role; secures inputs through clarity, early flagging, and timely escalation
- Outcome orientation: Drives analytic work to decision-relevant deliverables rather than to completeness for its own sake.
- Documentation discipline: Versioned codebooks, frozen source lists, auditable repository entries

- Equity sensitivity: Flags equity gaps in sampling, disaggregation, dashboard reach, and suppression decisions.
- Analytic candour: Reports what the data can and cannot support; states limitations even when a cleaner claim would be more welcome; does not let a deadline or an audience shape a finding.
Tools & System
Required
- Microsoft Office or Google Workspace at the level of a careful document author and reviewer.
- Mobile data capture tools (Kobo, ODK or equivalent) at the level of a form designer and deployment operator, including offline testing and enumerator account administration.
- Routine health data systems (DHIS-2, state HMIS portals, NCD and programme registers) at the level of an active extractor and reconciler.
- SQL, and at least one of R, Python, or Stata, at the level of an independent analyst.
- A business-intelligence or dashboarding platform (Power BI, Metabase, Superset, Looker Studio, or Tableau) at the level of a builder, including tiered access design.
- Version control (Git or equivalent) and a task tracker (ClickUp or equivalent) at the level of a disciplined daily user.
Desirable
- Familiarity with de-identification and anonymisation tooling, and with secure India-hosted cloud storage and access-tiering configuration.
- Familiarity with qualitative analysis tools (NVivo, Atlas.ti, Dedoose, Taguette) for triangulation work.
- Familiarity with QGIS or equivalent for climate-health vulnerability mapping.
- Familiarity with Miro / FigJam for co-design and synthesis sessions, and with ABDM data standards
