WMS works with survivors of human trafficking, sexual abuse and exploitation, bonded and child labour, domestic servitude, forced begging and vulnerable women and children living in high-risk environments.

The Organisation follow an end-to-end approach that combines prevention, rescue coordination, care and protection, access to justice, education, skill development, livelihood support, family reintegration and institutional capacity building.

We work with government and law enforcement agencies, focusing on prevention, protection and prosecution.

MAIN PURPOSE AND SCOPE OF JOB
The Livelihood & Skill Development Officer will lead the design, implementation, and expansion of livelihood and skill development initiatives for survivors of trafficking and vulnerable individuals. The role will focus on developing sustainable employment opportunities, strengthening partnerships with corporate, government agencies, donors, and training institutions, mobilizing resources for programs, and supporting trainee rehabilitation through economic empowerment.
POSITION IN ORGANISATION

Reports To: Senior Specialist - Program Intervention (East Zone)

Responsible For: Livelihood & Skill Development

DUTIES AND KEY RESPONSIBILITIES

Livelihood/Skill Training Program
• Support to develop and implement operational plans and budgets for existing as well as new programs on livelihood and skill training
• Implement, monitor and strengthen livelihood and skill development initiatives.
• Identify market-relevant vocational courses and employment opportunities.
• Coordinate curriculum development and ensure quality delivery of vocational training.
• Build partnerships with vocational institutes, training providers, industries, and employers.
• Develop employment pathways, apprenticeships, internships, and placement opportunities.
• Track post-training outcomes including placements, self-employment, and income generation.
• Maintain beneficiary profiles and livelihood as per the organizations tracking systems.

Program Management
• Facilitate vocational assessment process for survivors and individuals.
• Plan and direct vocational training programs for survivors according to the findings of the assessments
• Prepare and submit a budget for vocational programs and ensure adherence to the approved budget.
• Understand the content of the curriculum, ensure proper lesson planning and oversee effective delivery.
• Ensure the entire content design is delivered in the classroom within the number of hours specified for the domain training. Ensure quality parameters are met.
• Evaluate programs, considering factors such as selection, training and placement of survivors and individuals.
• Coordinate and implement job development and placement programs; assist individual and survivors in developing job plans related to assessment and training opportunities, consult area businesses for placement possibilities.
• Support local teams to identify and build relations with local employers and companies for job placements for the survivors and individuals that successfully complete the program
• Ensure documentation of the profile of the survivors, individuals, assessments, assignments, guest lecturers etc.
• Ensure regular attendance of the youth during the training program.
• Complete necessary reports and documentation as per organization laid norms.

Relationships:
• Nurture and maintain professional relationships within the team.
• Develop a healthy rapport with trainees within boundaries.
• Maintain professional relationship with staff of the government homes, private after care facilities, local child centric or women centric bodies and other relevant organizations.
• Host visits by guests, teams, interns and volunteers.
• Represent the organization in meetings, workshops, and networking forums.

Monitoring, Documentation & Reporting
• Maintain MIS and monitoring systems for livelihood programs.
• Track program outputs, outcomes, and impact indicators.
• Prepare monthly, quarterly, and annual reports.
• Document success stories, case studies, best practices, and lessons learned.
• Support budget planning, utilization tracking, and compliance with donor requirements.

General Responsibilities
• Ensure professionalism at all times
• Ensure that the various policies are being adhered to by yourself and your team
• Carry out other additional assignments given by the line manager.
• Maintain confidentiality of privileged and sensitive information.

QUALIFICATION
• Master's Degree in Social Work (MSW), Rural Development, Development Studies, Business Administration, Human Resource Management, Livelihoods, or a related field.
• Certification /Experience in Livelihood & Skill Development, Project Management is desirable.

EXPERIENCE
• 3–6 years of experience in livelihood development, vocational training or NGO program management.
• Experience working with vulnerable communities, women, or survivors of trafficking will be preferred.

• Report writing and documentation.
• Monitoring & Evaluation (MIS).
• Team coordination and leadership.
• Problem-solving and analytical thinking.
• Proficiency in MS Office (Excel, Word, PowerPoint) and digital collaboration tools.

TRAVEL REQUIREMENT
Frequent travel within West Bengal & MMR to project locations as required for field monitoring, staff meeting, partnership development, employer engagement, donor meetings, and program implementation.
