Assignment type: Consultancy up to 11 months
Work environment: Office-based in Delhi with field travel as required

About this Assignment

As the development sector increasingly uses digital technology, data systems, artificial intelligence, machine learning and other emerging technologies to improve reach, quality, efficiency and impact, ChildFund India seeks to review its existing programme portfolio and identify opportunities to transform and scale impact responsibly. ChildFund India seeks to engage an experienced Technology, AI and ML-enabled Programme Transformation Consultant to support this strategic shift. They are expected to travel extensively.
 
Remain alert and responsive to any safeguarding risks; acquire and maintain the relevant knowledge and skills necessary to promote strong safeguarding practices; understand and adhere to ChildFund India’s Safeguarding Policy and Procedures; and conduct yourself at all times in a manner consistent with ChildFund India’s safeguarding principles and standards.
 
 
 
Required Experience and Education
  • Education: Advanced Bachelor’s degree in technology, computer science, data science, AI/ML, digital transformation, information systems, development studies, public policy, management or a related discipline. Master’s degree is preferred.
  • Experience: Minimum 8-10 years' experience in technology-enabled transformation, digital strategy, AI/ML, data systems or innovation for development, preferably with experience in social impact or development programming. Demonstrated experience leading or advising transformation of existing programmes, platforms or operating models to improve scale, quality, efficiency and impact. Experience engaging diverse stakeholders, including programme teams, communities, government, donors, technology partners, academic institutions and social enterprises.
  • Job Knowledge: Strong understanding of programme strategy, Theory of Change, human-centred design, monitoring, learning, data governance and evidence-based decision-making. Practical knowledge of responsible AI, machine learning, digital platforms, data analytics, automation, interoperability and technology adoption in complex programme environments.
  • Skills & Abilities: Strong analytical, facilitation, change management, communication and technical writing skills.
 
Scope of Work
1. Strategy, Theory of Change and Transformation Roadmap
  • Review existing programme strategies, models, data systems, delivery channels and evidence to identify transformation and scale opportunities.
  • Develop a clear programme transformation strategy, Theory of Change, results framework and phased roadmap for technology-enabled scale.
  • Define priority use cases for technology, AI, ML, data analytics and digital platforms that can improve reach, quality, efficiency, learning and impact.
 
2. Programme Review, Model Development and Scale Pathways
  • Assess existing programme designs, implementation approaches, stakeholder needs and barriers to scale.
  • Identify scalable programme models, partnerships and delivery mechanisms that can leverage technology responsibly.
  • Support pilots, prototypes or design sprints for technology-enabled programme approaches, where appropriate.
  • Develop data, monitoring, learning and evidence-generation approaches to track programme performance and inform decision-making.
  • Ensure transformation recommendations are practical, inclusive, ethical, child-safe and aligned with development programming realities.
 
3. Stakeholder Engagement, Partnerships and Co-creation
  • Facilitate consultations and co-creation sessions with programme teams, partners, communities, government, technical agencies, academic institutions, social enterprises and technology partners.
  • Build convergence opportunities and partnerships that support responsible technology adoption, programme scale and sustainability.
 
4. Capacity Strengthening and Change Management
  • Support programme teams to understand and apply technology, AI, ML and data-driven approaches in development programming.
  • Develop change management guidance, learning sessions and practical tools to help teams adopt future-ready programme models.
 
5. Resource Mobilisation and Investment Case Development
  • Support development of concept notes, investment cases, technical narratives and partnership propositions for technology-enabled programme transformation and scale.
 
Additional responsibilities given by the manager, including technical support and other duties required to meet programme priorities.

  • Ability to translate complex technology concepts into practical programme models and decision-making tools for non-technical teams.
  • Strong partnership management skills with technology companies, start-ups, research institutions, government and donors.
