B. Project Background
 
On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) the Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) is implementing the global programme ‘Sustainability and Value Added in Agricultural Supply Chains I Cotton, Tea and Spices’. (AgriChains).
 
The project in India is under the umbrella of global programme on sustainable supply chains comprising 11 commodities in 25+ countries across the globe. The objectives of the global programme are to promote sustainable production systems, sustainable supply chains, to promote local value addition, and facilitate global knowledge transfer on the identified commodities. The focus commodities are cotton, tea, spices and coffee.
 
The AgriChains programme is a part of the BMZ Sustainable Agricultural Supply Chains Initiative (SASI), which works towards an economically, socially, and environmentally sustainable transformation of global agricultural supply chains. To achieve this, SASI promotes sustainable practices in agriculture that contribute to greener, fairer, and more inclusive supply chains. This is done by collaboration with a wide, diverse, and international network of private sector and civil society partner organisations – ranging from small, innovation-driven players to major global companies and the German retail sector.
 
C. Responsibilities 
  • Anchors and supports project implementation matters with concerned partner ministries and nodal officers with the concerned state governments.
  • Responsible for engaging with relevant private sector organisations and industry chambers to jointly support the new partnerships and cooperation.
  • Supports the Team Leader to plan, coordinate and implement measures to promote sustainable supply chain management with the involvement of private sector partners.
  • Through policy advisory and outreach work, the advisor plays an essential role in enhancing the project’s visibility and importance with the political partners.
D. Core Scope of Tasks
 
Government Engagement:
  • Build and maintain relationships and continuous liaison with relevant Central and state government officials
  • Organise and facilitate meetings, workshops and roundtable discussions with nominated Ministry, Boards and nodal officers in the state government.
  • Facilitate and support in securing relevant approvals participation, where required, for project activities
  • Organise / participate regular project joint working committee and steering committee meetings with the concerned Ministries
  • Supports technical team in developing policy recommendations/ advisories based on ground evidences
  • Formulates appropriate input for various project/programme reports including annual reports, and contributes to the other reports, as necessitated by partners 
Private Sector Outreach and Engagement:
  • Establish partnerships with potential industry sectors in selected states in line with the programme objectives
  • Facilitate business development activities with private sector partners and relevant business associations
  • Work with the corporate partner team to monitor, quality control and report the on-the-ground activities.
  • Organise and facilitate workshops to disseminate learnings and best practices
  • Manage partnerships and drive impact in for a like working groups, multi stakeholder platforms, international / national events, etc.
  • Support in managing and collaborating with external consultants and experts.  
Networking and Cooperation:
  • Cooperate with and ensure regular contacts, dialogue with the Management, State partners and stakeholders.
  • Oversees management of PR work and proposes activities concerning cooperation with local communities, relevant organisations, non-governmental bodies, traditional institutions and persons within the project’s environment as well as with other projects in order to enhance and maintain good working relationships.
Other duties/additional tasks, if any:
 The Advisor performs other duties and tasks at the request of the management.
 
E. Required Qualifications, Experience and Competencies
  • Post graduate degree in an area that is related to business management/rural management/ project management and/or Natural Resource Management/ or related field.
  • 10-15 years of experience in areas of consulting, project implementation, stakeholder management of diverse professional networks and / or international development.
  • Good experience in working with international teams with a cooperative teamwork approach.
  • Experience of working with private sector.
  • Familiarity with reporting and M & E in international projects will be advantage.
  • Very good working knowledge of IT technologies (e.g., MS Office).
  • Fluent in English and Hindi, written and spoken (C1).
  • Candidates with sectoral understanding of agriculture and its supply chains will be preferred.

G. Duration of the contract: 31st March 2027 (with possibility of extension)
