About the Program
Jhpiego serves as a technical support partner to the State Health Society, Bihar, helping strengthen the implementation of Comprehensive Primary Health Care (CPHC) through Ayushman Arogya Mandirs. Its role includes building the capacity of Community Health Officers and frontline health workers, supporting quality assurance systems, strengthening health service delivery, promoting community engagement, and facilitating the expansion of essential primary healthcare services. Jhpiego also supports the government in developing sustainable health-system processes to improve access, quality, and equity in primary healthcare.

About the Position:

The Senior Program Officer (SPO) - Comprehensive Primary Health Care (CPHC) will support the implementation, strengthening, and scale-up of CPHC initiatives in Bihar by providing technical and programmatic support to the Health & Wellness Centre (HWC) Cell, State Health Society Bihar (SHSB). Reporting to the Senior Program Manager (SPM), the incumbent will work closely with SHSB, district health authorities, Urban Local Bodies (ULBs), and other stakeholders to strengthen service delivery across Ayushman Arogya Mandirs, HWCs, UPHCs, and UHWCs.

The role will support effective utilization of the CPHC platform for program monitoring, performance management, and data-driven decision-making. The SPO will also help design and implement Learning Labs across selected geographies to test, document, and scale innovative approaches for primary healthcare strengthening. Additionally, the position will support Social and Behaviour Change Communication (SBCC) initiatives to improve community engagement, service utilization, and health-seeking behaviors.

The incumbent will contribute to program planning, implementation, monitoring, capacity building, stakeholder coordination, documentation, and knowledge management, while supporting innovations and system-strengthening efforts.

Revised Key Responsibilities
• Provide technical and programmatic support to the Health & Wellness Centre (HWC) Cell, SHSB for planning, implementation, monitoring, and scale-up of Comprehensive Primary Health Care (CPHC) interventions.
• Support SHSB in strengthening the operational effectiveness of the HWC Cell through process improvements, innovation, capacity building, and evidence-based program management.
• Assist in developing state strategies, operational plans, guidelines, and implementation frameworks for strengthening CPHC services across Bihar.
• Support the adoption and effective utilization of the CPHC platform to improve program monitoring, service tracking, performance management, and decision-making at state and district levels.
• Work closely with government stakeholders to identify opportunities for leveraging the CPHC platform for improved service delivery, continuity of care, beneficiary tracking, and health system performance.
• Facilitate the establishment and implementation of Learning Labs in selected geographies to test innovative models, generate implementation evidence, and identify scalable solutions for strengthening primary healthcare systems.
• Support documentation, evaluation, and dissemination of innovations, best practices, and lessons learned emerging from Learning Labs and CPHC implementation.
• Coordinate with state and district stakeholders to strengthen implementation of CPHC interventions across Ayushman Arogya Mandirs, HWCs, UPHCs, and UHWCs.
• Support the introduction and scale-up of innovative approaches, digital solutions, quality improvement initiatives, and operational efficiencies to strengthen the existing HWC ecosystem in Bihar.
• Collaborate with MERL teams to monitor key indicators, conduct performance reviews, analyze trends, and support data-driven decision-making.
• Identify implementation bottlenecks and support SHSB in designing and deploying corrective actions and adaptive management strategies.
• Facilitate capacity-building initiatives, supportive supervision, mentoring, and review mechanisms for government officials and healthcare providers.
• Organize technical workshops, review meetings, cross-learning forums, and stakeholder consultations to strengthen knowledge sharing and program performance.
• Support preparation of PIPs, technical proposals, concept notes, policy briefs, presentations, periodic reports, and donor updates.
• Document project achievements, case studies, innovations, success stories, and evidence for policy advocacy and scale-up.
• Represent the project in state and district-level technical forums, review meetings, and consultations as required.
• Undertake travel within Bihar to support implementation, monitoring, coordination, and learning activities.
• Perform any other responsibilities assigned by the Senior Program Manager to support project objectives.

Qualifications and Experience:
• Master’s degree in public health, social science, MSc Nursing, MD Community Medicine with bachelor’s in medical/ nursing/social sciences or any Development related field from Tier 1 University / Institute.
• Minimum 7 years of relevant experience in public health program implementation, health systems strengthening, Comprehensive Primary Health Care (CPHC), Health & Wellness Centres (HWCs), digital health, SBCC, or large-scale government health programs. Experience working with government stakeholders and multidisciplinary teams is preferred.
• Ability to think strategically, handle ambiguity, and problem solve in a fast-paced, limited-structure, multicultural environment
• Exceptional interpersonal skills, demonstrated ability to build strong professional relationships with a range of stakeholders in a challenging, multi-cultural environment
• Impeccable written and verbal communication competencies, and fluency in English & Hindi
• Ability to manage multiple work streams simultaneously, set priorities.
• Ability to be effective in high-pressure situations and work in a fast-paced, limited-structure, multicultural environment.
• Demonstrated experience in Comprehensive Primary Health Care (CPHC), Health & Wellness Centres (HWCs)/Ayushman Arogya Mandirs, primary healthcare systems strengthening, health systems management, digital health, or public health program implementation.
• Experience working with State Health Societies, National Health Mission (NHM), HWC Cells, or large-scale government health programs will be preferred.
• Experience in designing or managing innovation pilots, learning labs, quality improvement initiatives, implementation research, or digital transformation projects in the health sector will be an added advantage.
• Strong capabilities in and commitment to partnership, co-creation, and respectful engagement with a diverse range of individuals and partners with demonstrated ability to build relationships quickly.
• Ability to act as a strategic thought partner to, and build the capacity of, government partners and country team members.
• Proficient computer skills in Microsoft Office Suite applications, including Word, Excel, PowerPoint, Outlook and data tools like Stata, SPSS, R, Tableau, Power BI, etc.

Skills and Competencies:
• Experience in strengthening health systems, implementation programs, and government stakeholder engagement.
• Knowledge of urban health, digital health, and CPHC platforms.
• Ability to design and scale innovations, Learning Labs, and quality improvement initiatives.
• Experience in Social and Behaviour Change Communication (SBCC), community engagement, and demand generation.
• Strong analytical and problem-solving skills with experience in data-driven decision-making.
• Experience in capacity building, training, mentoring, and supportive supervision.
• Excellent project management, coordination, and stakeholder management skills.
• Strong written and verbal communication, documentation, and presentation skills in English and Hindi.
• Proficiency in MS Office (Word, Excel, PowerPoint) and data analytics/visualization tools such as Power BI, Tableau, SPSS, Stata.
• Ability to work independently in a fast-paced, multicultural environment and manage multiple priorities effectively.
