It also endeavours to preserve, protect and promote traditional/folk art and artists of Uttar Pradesh and also utilizes its potential for developing innovative communication channels and methods.
About The Project
SWARG with the support of Nutrition International is implementing Birth Package Program with a focus on the prevention and management of small vulnerable newborns and Child Survival Intervention in six selected districts of State Uttar Pradesh ( Gorakhpur and Deoria district ), Gujarat ( Surat and Kheda district ) and Chhattisgarh ( Bilaspur and Baloda Bazar district ) ”the . The interventions under the prevention of Small and Vulnerable Newborn (SVN) focus on evidence-based intervention during the pregnancy period like micronutrient supplementation, screening and treatment for asymptomatic bacteriuria, syphilis detection and treatment, malaria prevention and treatment, antenatal corticosteroids (for preterm labour) and delayed cord clamping (DCC). The interventions under the management of SVN focus on quality of care at Newborn Stabilization Units (NBSU)/ sub-district level health facilities, zero separation of mother and her newborn and kangaroo mother care (KMC) in health facilities and community settings. In Child Survival intervention, NI will provide technical support to state & district health departments to strengthen monitoring of Vitamin A supplementation (VAS), IFA syrup supplementation, and ORS & Zinc campaigns along with strengthening the nutritional screening activities for children under 2 years of age.
A. Key Duties and Responsibilities –
Program Management and supportive supervision
• Liaison with the district level key officials in strengthening the prevention and management of Small Vulnerable Newborn (SVN) care services (i-KMC at MNCU, NBSU & NBCC etc.) and child survival interventions (routine IFA Syrup supplementation, VAS, ORS & Zn supplementation, nutrition screening & counselling.)
• Technical and Programmatic assistance provided to district health and ICDS officials for forecasting and timely indenting of Vitamin A, IFA syrup, ORS and Zinc, and anthropometric equipment for nutrition screening for children under 5 years.
• Support in establishment of Mother and Newborn Care Units (MNCUs) in selected sub-district health facilities to ensure & provide i-KMC and essential facility-based services to SVN.
• Engage with block, district & divisional officials to provide the necessary technical and administrative support to further improve and sustain the quality achievements including quality accreditations like (NQAS, LaQshya, MusQan, Kayakalp) at all identified facilities.
• Technical support provided to district officials for improving the quality of reporting related to NBSU, MNCU, i-KMC, routine IFA Syrup supplementation, VAS, ORS & Zn supplementation & Nutrition Screening etc.
• Facilitate the activation of facility level quality circle groups in the identified facilities of NBSUs and MNCUs and regularize periodic quality circle group meetings.
• Identify bottlenecks in effective functioning of the program through analysis and triangulation of data generated from the NI’s program dashboard along with government available data sources and take corrective steps to improve & strengthen the program implementation.
• Participate in the district National Health Mission (NHM) Program Implementation Plan (PIP) meetings and ensure that activities and budgets are included to ensure the regular and adequate supply as per the updated essential drug list, consumables and equipment and achieve 100% coverage of vitamin A and Zinc-ORS. Similarly, extend the support to organize the district level planning & review meetings in the State of Uttar Pradesh for VAS rounds.
• Responsible for ensuring the timely submission of monthly travel plans, monthly activity report, periodical technical narrative reports & case stories etc.
Capacity Building
• Build capacity of facility staffs (doctors and nurses) posted in NBSUs & MNCUs in NI intervention districts for using Quality Improvement (through Point of Care Quality Intervention-POCQI) and Quality Assurance (LaQshya & MusQan) approaches. On-site handholding support to service providers to improve MNCH services provided at the LR, NBCC, NBSU, MNCU, VHSNDs and CBEs during supportive supervision visits.
• Provide supportive supervision and handholding support to front line workers at VHSNDs during implementation of Vitamin A rounds (in state Uttar Pradesh) and stop diarrhea campaigns.
• Advocate with district officials to increase uses of digital learning/ virtual training platforms (developed by NI) by facility staff and frontline health workers to enhance their knowledge on newer guidelines/recommendations regarding prevention and management of SVN.
• Support in district level training and orientations on supply chain management and recording and reporting, for strengthening implementation of child survival programs (routine IFA Syrup supplementation, VAS, ORS & Zn supplementation, Nutrition Screening & Counselling etc.) in collaboration with district Health and ICDS departments.
• Use of existing resources for facilitating the district and block level trainings, and advocacy for dissemination of NI developed and/or government BCI material for increasing awareness of service providers for implementing quality child survival interventions.
• Knowledge assessment of staff nurses and medical officers of selected facilities on newborn care and Small Vulnerable Newborn practices and provide hand holding support to regularly implement the recommended newborn care practices.
• Capacity building and hand holding support to the district and facility level pharmacists to ensure adequate supplies of essential drugs and equipment in the facilities and community platforms.
• Enroll selected facility staff nurses and medical officers, system supervisors and frontline workers in digital learning platforms to provide on-job capacity building on recommended newborn care practices and child survival interventions.
Strengthening of monitoring and Review mechanism
• Conduct a situation analysis to assess the district level capacity & readiness for delivery of interventions on prevention of SVN and develop district specific action plan in consultation with health officials.
• Support district level health officials to ensure implementation of standardized reporting & review mechanisms of the service from LR, NBCC, NBSU, MNCU, VHNDs and CBEs.
• Conduct supportive supervision at identified NBSU and MNCU facilities using NI monitoring checklist for improving the services as per the state and GoI guidelines.
• Develop facility specific action plans in consultations with the concerned In-Charge Medical Officers/Superintendents and follow up for their implementation.
• Entry of the supportive supervision checklist into the MIS to compile collective information and utilize indicators for program review at the district level.
• Documenting and sharing key learnings with divisional and district officials with a focus on SVN and child survival interventions.
• Facilitate joint visits with district officials to NI intervention districts to showcase program strengthening efforts or take corrective actions based on identified program gaps.
• Issuance of periodical state and district level guidance to effectively implement interventions under the newborn care and child survival program.
• Active participation in divisional and district level review meetings on sharing findings from the supportive supervisory visits and provide recommendations for corrective actions.
• Support inter-departmental convergence meetings at block/ district level to review nutrition screening for children under 5 years.
• Ensure quality in reporting by data validation/ triangulation exercise for smooth running of program.
• Ensure use of VAS monitoring tool to effectively monitor VAS sessions in intervention districts of Uttar Pradesh.
Procurement and supply Chain
• Regular stock assessment of various drugs, logistics and consumables related to the program during supportive supervision visits.
• Support districts in timely replenishment of various drugs, logistics and consumables to avoid stock out situations.
B. Education/Professional Designations/Experience
i. A post graduate degree in public health, health management and similar other courses with a degree in MBBS/BHMS/BAMS/BUMS/BPT/BDS/ BSc. Nursing.
ii. Strong technical knowledge of maternal newborn care would be an asset.
ii. At least 6 years of work experience with government agencies, International NGOs, and/or UN agencies.
iii. At least 3 years program management experience with experience managing or working on MNBC program.
iv. Priority will be given to candidates who have significant work experience within the state.
C. Skills - Fluency in official language of the state and English (Reading, Writing & Oratory Skills) is a prerequisite. Good report writing skills, computer skills, including MS Office program. Extensive travel of 15 days is required in assigned district.
D. Salary and Benefits : The selected candidate will get a monthly professional fee of INR 70,000 (taxable at source) as a fixed amount with a monthly variable travel expense.
